Scope: The Deputy Director Program Implementation (DDPI) plays a key role in the leadership and management of IRC’s Pakistan program interventions. He/she is responsible for ensuring projects are implemented according to IRC principles and donor guidelines, are of high quality, meet the needs of those we serve, and are completed in a timely manner and within budget.
The Deputy Director Program Implementation manages a team of 3 area-based Senior Program Coordinators/Team Leader and 4 Sector Coordinators (EH, Protection, Health and Education) responsible for the direct implementation of programs.
The Deputy Director Program Implementation reports to the Director of Programs. The DDPI is a member of the IRC Pakistan Senior Management Team and has close working relations with the Deputy Director Program Design & Quality (DDPDQ), Director of Operations and the Finance Controller as well as head office and regional unit staff.
Responsibilities: Program Strategy & Design • Participate in the development and implementation of a needs-based Country Program Strategic Plan. • Working in collaboration with the Director of Programs and DDPDQ, provide leadership in the development of IRC Pakistan sector strategies. • Support the Deputy Director Program Design & Quality to ensure that high quality and needs-based project proposals are developed, according to the Proposal Flowchart and within the parameters of the Country Program Strategic Plan. • Ensure that funded project proposals are effectively translated into provincial and/or sector work plans. • Together with other SMT members, build IRC Pakistan’s disaster preparedness and response capacity as appropriate to country context, needs and operational capacity
Program Implementation • Support Islamabad-based Senior Sector Coordinators and province-based Senior Program Coordinators/Team Leaders to ensure that program implementation is managed closely through structured work plans and approved monitoring plans. • Working in collaboration with the Finance Controller and Deputy Director Operations, build strong ownership amongst program staff of financial accountability and planning requirements; ensure expenditure within each project is regularly monitored and in line with planning, and that well-structured corrective action is initiated and tracked where required. • Regularly monitor and review project implementation to ensure quality and contractual compliance. Provide the Director of Programs with accurate and up to date advice of developments and problems in program and project implementation together with any necessary recommendations for action. Support the grants team and field staff in the development of timely and high quality reporting, per IRC and donor guidelines. Program Quality o Support the Program Design and Quality team in development, roll-out, and monitoring of tools/methodologies to enhance program quality;Support the M&E Coordinator’s efforts in improving monitoring and evaluations systems across IRC Pakistan programs. o Support the integration of cross-cutting issues of gender, protection and DRR across all IRC Pakistan program interventions. o Support the Partnership Advisor to ensure that IRC Pakistan provides effective support (program, program support and other) to implementing partners. • Increase the sharing of lessons learned across programs
Human Resources and Staff Development • Promote an open, diverse and participatory work environment; oversee recruitment processes in line with internal policies. • Provide supportive guidance and supervision to: Senior Program Coordinator, KP; Senior Program Coordinator; Sindh and Team Leader, Punjab as well as Senior EH Coordinator; Senior Protection Coordinator; Health Coordinator; and Senior Education Coordinator. Provide appropriate and timely feedback to staff regarding their performance, including timely implementation of the annual staff performance management system. • Ensure staff are sufficiently oriented to IRC Pakistan.
• Clearly define the training needs of direct reports and assist in preparing staff development plans.
Representation & Coordination • Maintain a sound understanding of IRC’s programs to be able to professionally represent the IRC and the IRC’s interests with implementing partners, government and donor entities. • Support field staff in preparing and conducting donor visits, as necessary. • Promote the IRC vision and mission among staff. • Encourage overall program cohesion through coordination and information sharing with and between all key staff.
Qualifications: • Degree in International Development, International Relations or similar relevant social science, postgraduate degree preferred. • Excellent professional track record with minimum five years of program management experience; experience in complex emergency or post-conflict contexts is a plus.
• Previous experience managing programs financed through US, EU, DFID, UN and private foundations. • Demonstrated ability to think strategically, prioritize and meet deadlines in a complex and challenging environment; must be culturally sensitive • Excellent leadership, people management, interpersonal and negotiation skills and a demonstrated ability to develop harmonious teams in a multi-ethnic context. • Strong diplomacy skills; ability to establish good working relationships with partners and other stakeholders. • Fluent spoken and written English is required. • Strong computer skills: must be competent in the use of MS Office programs (Word, Excel), email programs, etc. • Willingness to travel outside Islamabad to field sites under demanding conditions.
Specific Security Situation/Housing: The security situation in Pakistan remains fluid and unpredictable. Candidates may expect periods of insecurity, periodic suspensions of, or restrictions in, program operation and/or field travel, and high levels of volatility in the operating environment. The position is based out of Islamabad, which currently faces tension but lower levels of insecurity. Portions of the city and its environs remain restricted in terms of access for international staff.
This is an unaccompanied post. Candidates can expect to live in private housing, which is generally of high standard, according to the IRC Pakistan housing policy.
