IDLO seeks a Program Officer for a consultancy based at its Headquarters in Rome, Italy. The Consultant will be the focal point of contact between the IDLO headquarters and the Southern Sudan field office and be responsible for HQ backstopping and management oversight of the project “Supporting Justice Institutions in Sothern Sudan”.
This consultancy assignment is expected to last for a period of eighteen (18) months. The Program Officer will be working under the direct supervision of the Manager, Field Operations Unit in Rome and in close collaboration with the Field Program Manager in Sudan. The principle tasks will include:
Manage each of IDLO’s programs in Southern Sudan including providing input into design and management of the complete work-plan; design and management of the monitoring and evaluation plan, as well as with internal and external reporting;
Support the field office team in daily implementation issues, including revisions of program design, recruitment of experts, revision of work-plans and financial reports;
Identify new program opportunities and in cooperation with the Field Program Manager and Manager, Field Operations Unit develop project proposals for funding;
Be available for periodic visits to the field to represent IDLO in program events, meetings with donors, meetings with beneficiaries and assist the Field Office team in program activities within the Field Program Manager’s field of competence;
Assist the Field Office team with technical outputs, including providing input into training materials, reports, concept notes and other project activities;
Monitor the program implementation environment; including security, political, development and personnel issues, which may affect implementation of IDLO programs;
Act as a focal point for information flow between the field office and the Headquarters, and facilitating the provisions of Human Resources, Finance, ICT, Communications and Legal Services to the field office; Review financial reports produced by the Project Finance Team, and identify in advance areas of under or over spending; and
Provide feedback into program design, including comments on program proposal (indicators, monitoring and evaluation frameworks and budgets).
IDLO seeks a Program Officer with a true interest and passion for the Organization’s mission. The candidate will need experience of minimum 4 years in project management, preferably in rule of law programs at a mid-level position with progressively increased responsibilities.
He/She will have a Law degree, preferably from common law jurisdiction. Knowledge of institutional capacity building activities will be an advantage. The ideal candidate will also have experience and proven knowledge of the Southern Sudan’s legal and political system, and the relevant institutions. The successful candidate will possess experience in using the monitoring and evaluation tools, and writing reports.
He/She will have the knowledge and interpersonal skills to motivate and encourage relationships based on mutual respect and trust in multi-cultured teams.
Fluency in written and spoken English is required. Knowledge of a local language is advantageous. Experience working in East Africa, and especially in Southern Sudan, is highly desirable. The successful candidate will be required to commence in July/August 2011. First review of applicants will start as of June 24th 2011.
