Scope: The Deputy Director Program Design & Quality (DDPDQ) plays a key role in the leadership and management of IRC’s Pakistan programs. He/she is responsible for ensuring proposals are designed according to the IRC principles and donor guidelines, are of high quality, and meet the needs of those we serve.
Moreover, the DDPDQ is responsible for ensuring the quality of program interventions, through an overall design, monitoring and evaluation strategy as well as ensuring appropriate attention to gender in program design and implementation. The DDPDQ will provide leadership to the development and implementation of a partnership strategy and action plan.
The Deputy Director Program Design & Quality reports to the Director of Programs and manages six direct reports. The DDPDQ is a member of the IRC Pakistan Senior Management Team (SMT) and has close working relations with the Deputy Director Program Implementation (DDPI), Director of Operations and the Finance Controller as well as head office and region-based staff.
Responsibilities: Program Strategy • Participate in the development and implementation of a needs-based Country Program Strategic Plan. • Participate the development of sector strategies, particularly in regard to the integration of cross-cutting issues. • In coordination with the Country Director and Director of Program, participate in the design and implementation of fundraising strategies to ensure program sectors are adequately financed. • Together with other SMT members, build IRC Pakistan’s disaster preparedness and response capacity as appropriate to country context, needs and operational capacity. • Provide leadership to the Partnership Advisor in a consultative process leading to the development of a partnership strategy to outline how IRC Pakistan will engage with and support partners, particularly local civil society, in the country.
Program Design • Ensure that high quality and needs-based project proposals are developed, according to the Proposal Flowchart and within the parameters of the Country Program Strategic Plan. Maximize opportunities to integrate lessons learned. • In coordination with the DDPI, ensure that project proposals are effectively translated into provincial and/or sector work plans.
Program Quality • Support the M&E Coordinator in developing, rolling out and monitoring the use of a country-wide M&E strategy and tools for the collection and analysis of program information (qualitative and quantitative) to inform all stages of the project cycle. • In coordination with the DDPI and M&E Coordinator, ensure that monitoring and evaluation plans are developed and in place for all projects. Ensure that timely M&E technical support in the implementation of these plans is provided as needed. • Support Partnership Advisor in the development of partner assessment tools, selection of partnership, training needs assessment tools in line with a Partnership Strategy. • Provide leadership and support the Gender Advisor and Senior Protection Coordinator respectively in integrating the crosscutting issues of gender and protection across all IRC Pakistan programs. • Provide leadership in the start up of disaster risk reduction, initially as a cross cutting issue but with the possibility of future DRR-specific interventions.
• Support evaluations and ensure that lessons learnt are being documented to maximize the impact of IRC projects and contribute to future program strategy and direction; increase the sharing of lessons learned across programs. • Liaise with the IRC’s Research, Evaluation and Learning Unit to maximize the quality and relevance of evaluation and research activities.
Grants management and communications • Support the grants team and program staff in the development of timely and high quality reporting, per IRC and donor guidelines • Coordinate donor visits, and support field staff in preparing and conducting these visits as necessary. • Ensure that IRC Pakistan Communications Policy and Protocols are followed. • Support the Information/Communications Coordinator in developing quality and timely communications materials for IRC Pakistan.
Human Resources and Staff Development • Promote an open, diverse and participatory work environment; oversee recruitment process as required in line with internal policies. • Provide supportive guidance and supervision to: Grants Manager, M&E Coordinator, Gender Advisor, Partnership Advisor, ER/DRR Coordinator and Information/Communications Coordinator. Provide appropriate and timely feedback to staff regarding their performance, including timely implementation of the annual staff performance management system. • Ensure staff are sufficiently oriented to IRC Pakistan prior to commencement of their work.
• Clearly define the training needs of direct reports and assist in preparing staff development plans.
Representation and Coordination • Maintain a sound understanding of IRC’s programs to be able to professionally represent the IRC and the IRC’s interests with implementing partners, government and donor entities. • Assist the Country Director and Director of Programs in developing a strong relationship with donors to ensure sustainable funding of programs in the portfolio sectors. • Promote the IRC vision and mission among staff. • Encourage overall program cohesion through coordination and information sharing with and between all key staff.
Qualifications: • Degree in International Development, International Relations or similar relevant social science, postgraduate degree preferred. • Excellent professional track record with five years of experience, preferably in a post-conflict environment with management responsibilities. Successful experience working within a complex security environment is a preferred. • Previous experience designing programs financed through US, EU, DFID, UN and private foundations, with previous experience in developing proposals within competitive RFA/P environments a plus • Demonstrated ability to think strategically, prioritize and meet deadlines in a complex and challenging environment; must be culturally sensitive • Excellent leadership, people management, interpersonal and negotiation skills and a demonstrated ability to develop harmonious teams in a multi-ethnic context. • Strong diplomacy skills. Ability to establish good working relationships with partners, donors and other stakeholders in a sensitive environment. • Fluent spoken and written English required. • Strong computer skills: must be competent in the use of Windows MS office programs (Word, Excel), email programs, etc. • Willingness to travel outside Islamabad to field sites under demanding conditions.
Specific Security Situation/Housing: The security situation in Pakistan remains fluid and unpredictable. Candidates may expect periods of insecurity, periodic suspensions of, or restrictions in, program operation and/or field travel, and high levels of volatility in the operating environment. The position is based out of Islamabad, which currently faces tension but lower levels of insecurity. Portions of the city and its environs remain restricted in terms of access for international staff.
This is an unaccompanied post. Candidates can expect to live in private housing, which is generally of high standard, according to the IRC Pakistan housing policy.
