POSITION TITLE: Accounts Payable & Payroll Accountant HQ DEPARTMENT: Finance RESPONSIBLE TO: Finance Manager STATUS: Full Time

DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION
The Finance Department provides leadership, guidance and oversight of ARC’s financial resources. These ARC operations include planning, accountability, monitoring, headquarters accounting, grant management and field financial support.
PRIMARY PURPOSE OF THE POSITION
To perform established finance practices and ensure compliance with ARC policies and procedures for the accounting activities of the organization, including accounts payable, payroll and US Government donor compliance.
MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES
Accounts Payable 35%  Proficient knowledge of ARC procurement and account coding policies and procedures  Maintain vendor records  Review and verify Payment Request Forms and supporting documentation  Enter purchase invoices (Payment Request Forms) into accounting system  Process accounts payable payments weekly  Submit request for wire payments  Print and distribute signed checks  File the Payment Request Forms/invoices  Receive and file all approved contracts and agreements in the “Contracts” binder  Prepare weekly A/P aging report and take appropriate action on outstanding invoices  Prepare annual Form 1099s  Complete the monthly reconciliation of A/P subledgers to G/L balances
Corporate Credit Card Expense Reports and Employee Expense Reimbursements 20%  Proficient knowledge of ARC Credit Card and Travel Reimbursement Policy and Procedures  Process credit card payments  Request credit card expense reports from card holders  Review and process Credit Card and Employee Expense Reports and resolve issues  Enter Credit Card and Employee Expense Reports into accounting system  Prepare weekly/monthly Employee Travel Advance aging report and take appropriate action on outstanding invoices  Monitor corporate credit card balances during the month
Payroll – U.S. local, U.S. Expatriates and non-U.S. Expatriates 30%  Proficient knowledge of ARC payroll policies and procedures  Interact with Human Resources to ensure all changes in employment status are reflected in the calculated payroll  Maintain grant billing codes in ADP system  Distribute blank timesheets at the beginning of the pay period  Review timesheets and resolve issues  Enter bi-monthly HQ payroll data into ADP systems  Enter monthly payroll data into spreadsheets.  Confirm payroll calculated properly  Maintain employee payroll records  Update and reconcile Accrued Leave report  Distribute payroll – wires out, stubs, etc.  Distribute Quarterly and Annual reports (941/940 and W-2s.)
Banking / Cash Management 10%  Maintain payee wire transfer templates  Process wire payments for A/P and expatriate payroll  Process and record miscellaneous cash receipts  Maintain petty cash
Audit 5%  Assist with year-end audit including providing all necessary documents.  Ensure all accounting files and supporting documentation are properly organized  Communicate any problems or concerns regarding procedures or any other issues with management.
Other duties as assigned by manager.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
 University degree in accounting and minimum 5 years experience in accounts payable and payroll accounting.  Working knowledge of non-profit/fund accounting and ADP payroll system.  Experience in U.S. and international payroll compliance.  Good computer skills and knowledge of accounting systems such as Serenic Navigator or Microsoft Dynamics Nav (Navision).
