BACKGROUND
Danish Demining Group (DDG) has operated in Afghanistan since 1999. At present the total work force consist of approximately 800 national employees involved in manual demining, manual surface and sub-surface clearance, mechanical clearance, mine risk awareness and EOD work.
The Medical Advisor (MA) is directly responsible and reports to the Program Manager. The MA will work and cooperate with 8-10 colleagues’ expatriate staff assisting each other in the Operation/Programme.
DUTIES AND RESPONSIBILITIES
General
The position of MA exists to ensure that DDG operations within Afghanistan are performed in line with current National and International standards and that all staff designated as ‘paramedics’ or others with medical qualifications are technically proficient and current to perform their duties
The MA is responsible for the overall development of the medical capacity and technical medical knowledge and proficiency of designated national staff within DDG Afghanistan. This includes the mentoring of senior national medical staff in order to foster sustainable supervisory skills and management competencies.
It is important that the MA does not take over the tasks and responsibilities of the national staff under their supervision, but rather monitors their work, providing corrective advice and direction when needed to ensure the safe and efficient implementation of operational activities.
General Responsibilities
The MA will have direct responsibility and accountability for all medical activities, staff and equipment on the program. These responsibilities will include (but are not necessarily limited to) the following:
• Medical training • Logistics (as it relates to medical equipment and consumables) • Admin/HR (as it relates to medical staff and equipment) • Reporting • Any other task as delegated by the PM or DPM
N.B The MA is expected to be self-sufficient when required and assist in solving problems and issues not directly under their responsibility when they are the best placed International staff member to do so.
Operations
The MA is responsible for all aspects of those assets allocated to him/her. This includes but is not limited to the following: • Monitoring and mentoring of National medical staff and oversight of all medical activities
• Planning, monitoring and evaluation of all aspects of medically related activities. This includes: a. Assist the Operations cell in the regional planning and tasking of medical assets b. The coordination of all medical assets c. The implementation of tasks assigned from HQ d. The monitoring of procedures and quality assurance of medical operations e. Field visits and assessments as required during the mission period
• Mentor, manage, monitor and supervise the national medical staff to ensure that they carry out their duties and responsibilities in accordance with their job descriptions, SOPs and as tasked
• Recommend methods and practices to enhance medical activities thereby ensuring cost effective operations. Constant review and assessment of safety procedures
• Monitoring of training and capacity building of national staff. This is to be done in coordination with the Training Department
• The investigation of accidents (as they relate to the performance of the medical staff involved) and the recommendation of corrective action for any non-conformities
Logistics
The MA is responsible to ensure that the logistical requirements of their assigned assets are planned for and correctly managed. Specific tasks related to this would include: • Ensure serviceability of equipment issued to medical assets • Ensure replacement of defective equipment and proper paper documentation • Ensure adequate long range planning for procurement of expired equipment and consumables • Ensure documentation, requests are in line with HQ logistical formats and procedures • Ensure that losses and damages are reported correctly • Ensure that there is proper communications between logistics and the medical elements in the field offices • Assist Head of Operations and Head of Logistics with developing plans for maintenance and the turnover of operational equipment. This to be accomplished from the field first and then the needs and requirements are assessed at the HQ level.
Admin/HR
The MA is responsible for monitoring various Admin/HR at his/her field posting. This would include the following: • The discipline and welfare of personnel assigned to them. This would include the monitoring of absenteeism and determining the root causes and effects on productivity • Ensure that the correct levels of staffing are maintained • Identify staff with the potential for advancement and promotion. Make the necessary recommendations in conjunction with field office management. • Support the field office with the recommendations for courses and training requirements • Personnel Appraisals completed by the MA as directed by HQ. Assist national staff in the competent, fair and professional implementation of staff appraisals.
Reporting
The MA will be responsible for the compilation of the following reports: • Monthly, Quarterly and Annual reports related to medical operations/issues or as directed by the Program Manager • MA Mission Activity Plans • MA Field visit reports • Other reports or documents directed by the Program Manager
Other
Liaise with local authorities, mine action agencies and other relevant organizations as required. Additional tasks as directed by Program Manager and or Deputy Program Manager.
QUALIFICATIONS
• Medical degree required (international-standard degree a plus) • 3-5 years experience medical projects required (work experience in international-standards quality operated hospital(s) a plus) • Experience providing TA, capacity building and/or training is desired • Experience designing educational programs a plus • Experience in a setting similar to Afghanistan or Afghan experience is a plus • Good verbal and written communication skills in English are required • Substantial international experience from humanitarian/development work including programme development and management responsibilities • Substantial experience with humanitarian mine action is an advantage • Diplomatic, patient and persistent
REFERENCE
The MA reports to the designated senior International in Kabul DDG HQ (where present the Deputy Program Manager (DPM)). In the absence of a designated International staff member the MA reports to the Program Manager (PM).
TERMS & CONDITIONS
Commencement: As soon as possible
Duty Station: Kabul, Afghanistan, Non-family duty station.
Contract: App. 6-12 months with possibility of extension. Salary and other conditions in accordance with DRC’s Terms of Employment for Expatriates (can be found on www.drc.dk under Vacancies). The position is placed at level D1.

ABOUT DANISH DEMINING GROUP
DDG was established in 1997 as an independent organisation. It has since merged with the Danish Refugee Council (DRC) in order to create a Humanitarian Mine Action unit within the organisation, hence benefiting from synergies in cooperation but not being limited at the same.
