JOB SUMMARY:


Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.



The Louisville Corps of Engineers Office is located in downtown Louisville, KY at the Romano Mazzoli Federal Building.  There is a parking garage next to the building, and the building is on bus routes which give you public transportation to all parts of the city.  You are a short walk from the downtown entertainment district and arts district (Louisville is home to a world-renowned orchestra, actors' theatre, and ballet) and close to the Ohio River and its waterfront park, as well as the local stadium where Louisville's minor league Triple A baseball team plays.  Louisville is known for its park system, most of which were designed by Frederick Law Olmsted (who designed Central Park in New York City), and big-city amenities with small-city feel.  Louisville has an outstanding public school system and several recognized colleges and universities.
Permanent Change of Station (PCS) will be authorized.
Defense National Relocation Program (DNRP) may be authorized.
Recruitment/Relocation Bonus or Student Loan Repayment may be authorized.
Temporary Duty (TDY) may be up to 25% of the time.

Duties

1 vacancy - Louisville Metro area, KY

Serves as Senior Assistant District Counsel, and acts in the absence of District Counsel and Deputy District Counsel, providing advice and rendering decisions which affect the civil and military mission of the Louisville District. Tries cases, and leads and coordinates trial teams in the litigation of major cases. Provides expert assistance on extremely complex and difficult legal questions or factual issues related to environmental compliance or restoration projects in the drafting, interpretation, or application of legislation, regulations, orders, decisions, opinions, and other applicable guidance. Legal advice, comments, and recommendations are normally accepted by the decision maker without further review or change. As Chief Environmental Attorney for Office of Counsel, assigns FUDs, FUSRAP, IRP, and other HTRW projects to a lead attorney with a back-up attorney also assigned for the larger projects. Furnishes legal opinions and advice pertinent to activities of the District and performs legal research involving federal and state statutes. Serves as the chief legal advisor on water law issues and handles legal issues on HTRW, FUDS, PRP, CWA, and NEPA issues. Reviews environmental documents concerning proposed Corps activities to determine the legal sufficiency. Directly advises upper management on the requirements of environmental legislation and regulations, and interprets laws and regulations concerning Corps regulatory permits under the Rivers and Harbor Act of 1899 and Section 404 of the Clean Water Act.

QUALIFICATIONS REQUIRED:

Minimum qualification requirements for this position are:

Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). Bar Membership: An applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience. Experience: Applicant must have two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.


Position requires completion of a one year probationary period.
Direct Deposit of Pay is Required as a condition of employment.

Must be able to obtain and maintain a Secret security clearance.

Your resume should clearly reflect you possess the following required knowledge, skills and abilities (KSA's) to successfully perform the duties of this position: Knowledge of federal laws, regulations, policies, and procedures relating to environmental compliance, regulation and remediation. Knowledge of federal laws, regulations and policies pertaining to the US Army Corps of Engineers' exercise of regulatory authority and conduct of activities pursuant to the CWA, NEPA and the Rivers and Harbors Act (RHA). Ability to practice preventative law in all aspects of the Corps mission. Ability to handle all aspects of the HTRW Legal Program, including FUDS Potentially Responsible Party (PRP) Cases and alternative dispute resolution. Ability to communicate effectively, both orally and in writing.
Time-In-Grade Requirements: Applicants currently employed as an Attorney by the Federal Government must have completed 1 year of time-in-grade at the next lower grade level by the closing date of this announcement.
