JOB SUMMARY:

Purpose of the position is to instruct and perform flight crew work supporting heavy multi-engine aircraft, and to provide assistance to the pilot in the overall operation of the aircraft.


Incentives may be available.  Payment of such incentives will be made IAW current Alaska HRO Policy.  Incentives are subject to funding availability, superior qualifications as determined by selecting supervisors, quality/recency of experience, and pool of qualified candidates.
NATIONAL GUARD MEMBERSHIP REQUIREMENT: This is an excepted position and as such requires active membership in the Alaska Army National Guard, be assigned to a compatible military assignment and wear of the military uniform.  Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment.  Applicants who are not a current member of the Alaska Army National Guard must be eligible for immediate enlistment or appointment if selected for this position.  For enlistment/appointment information, contact 1-800-464-8273.

1 vacancy - Ft. Richardson, AK

Instructs and performs flight crew work supporting heavy multi-engine aircraft. Provides assistance to the pilot in the overall operation of the aircraft. Serves as instructor/flight examiner providing instruction, evaluation and examination on ground and operational training flights. Ensures prescribed programs of instruction for air crew training is adequately covered in terms of course content, coverage, and scope of material presented. Adapts instruction to proficiency level of individuals being rated. Assesses newly assigned individual's level of experience and training through review of training records and/or proficiency flight evaluation to determine proficiency and skill status. Plans and conducts air crew training program. Administers evaluation and determines examinees proficiency to perform duties as a crew member. Performs a variety of administrative functions associated with administration of the enlisted air crew training program. Performs duties of Flight Engineer which includes utilizing knowledge of major aircraft systems. Inspects condition and readiness of aircraft, accompanies pilots on pre-flight/in-flight inspections, aircraft test flights and operational checks. Operates and monitors aircraft control devices and indicators. Computes fuel and cargo load, weight, and balance factors. Prior to take off, ensures cargo is properly secured, proper publications and emergency equipment are aboard as required. Operates test and troubleshooting systems. Maintains records of operational equipment indicating flights, repairs, maintenance and inspections. Performs other duties as assigned.


Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

Specialized Experience is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. 

To qualify for this position as GS-09, you must have at least 24 months of Specialized Experience and for GS-10, you must have at least 30 months of Specialized Experience directly related to the following:
-- Ability to train, instructs and write lesson plans.
-- Ability to plan, develop and execute unit training and evaluation programs.
-- Skill in analyzing and evaluating effectiveness of training.
-- Knowledge of aircraft systems and components, and complete range of flight operations and procedures.
-- Ability to perform maintenance operational checks and functional check flights on unit aircraft.
-- Ability to inspect aircraft for mechanical and structural soundness to determine aircraft air worthiness.
-- Knowledge of and ability to maintain records and forms covering flights, repairs, maintenance, inspections and service.
And in addition to the GS-10 Specialized Experience, applicants must have completed the C-23 Aircraft Crewmember Standard Instruction Course (ACSI).

APPOINTMENT FACTORS:  Excepted/Enlisted in the Alaska Army National Guard.
Promotion to the GS-10 is dependent upon the completion of the C-23 Aircraft Crewmember Standard Instruction Course (ACSI) and recommendation of the Supervisor.
MILITARY COMPATIBILITY:  If you are selected for this position, you will be required to become a member of the Alaska Army National Guard and be assigned to a compatible military assignment in one of the following: Enlisted - CMF 15
GS-09 DESIRABLE:  C-23 Flight Engineer
INDEFINITE:  AKNG permanent technician will retain their permanent status if selected for this position, and may be promoted, reassigned or changed to lower grade if selected for this position, and will be required to return to their permanent position unless action is made on a permanent basis.  Permanent authorization may not cross service boundaries, or funding categories, (i.e., ARNG to ANG, or Kulis to Eielson).  Indefinite employees may be separated with a 30 days notice.  Indefinite employees may be converted to permanent without further competition.

OTHER INFORMATION:
