JOB SUMMARY:

Defense Human Resources Activity (DHRA)


The Defense Human Resources Activity (DHRA) provides program support, information management, and administrative services to the DoD Components on human resource matters and collects, archives and provides management information, research and analysis of human resources and other related functional area databases for the DoD.

DHRA is a dynamic organization involved in the implementation of reorganization, reform and restructuring within the Office of the USD (P&R). Currently DHRA is comprised of: DHRA Headquarters Staff, Civilian Personnel Management Service (CPMS), Defense Manpower Data Center (DMDC), Joint Requirements and Integration Office (JR&IO), Personnel Security Research Center (PERSEREC), Employer Support of the Guard and Reserve (ESGR), Office of the Actuary, Defense Advisory Committee on Women in the Services (DACOWITS), Federal Voting Assistance Program (FVAP).

This is a temp assignment not-to-exceed two (2) years. The selectee will be placed on a term appointment not-to-exceed two (2) years.

As a Data Survey Specialist, you will be responsible for the following duties:

  • Researches and investigates new or improved business and management practices that may be derived for assessing voter project findings. Identifies data applicable for use in the management and direction of FVAP programs; develops management and/or program data collection plans, procedures, data gathering and analytical techniques and methodology. The candidate must have (a) knowledge of FVAP programs, laws, regulations, policies and skills applicable to the organization’s mission, (b) knowledge of contracting and budget issues relevant to FVAP and the Department of Defense, (c) ability to organize and meet deadlines.
  • PROJECT MANAGEMENT: Projects usually involve developing performance quality levels and determining accurate measurement to assess absentee voting program performance. The candidate must be an independent problem solver and must manage all survey projects to insure all instruments are assembled, all edits with the Director have been made, all schedules have been met and, for those surveys that require it, proper OMB and WHS protocols have been met. The candidate coordinates activities with outside vendors to ensure all project deliverables are available and all issues resolved between FVAP and vendors.
  • DATA ANALYSIS: The employee works with external survey analysts in developing survey questionnaires that correspond to rigorous statistical standards and that meet Office of Management and Budget guidelines.

Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

To qualify for a Data Survey Specialist position, your qualifications must include:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service or the equivalent in the Private Sector which is in or directly related to the line of work of the position. Qualifying specialized experience would include analytical and evaluative ability to conduct survey analysis and apply findings to program design, implementation and evaluation, recommend process improvements, communicate research findings orally or through writing and develop new research ideas.

Your qualifications will be evaluated on the basis of your level of competency (knowledge, skills, and abilities) in the following areas:

-    Ability to interpret and apply regulations, policies, and methods, or change management, business process improvement, and business process reengineering methods and practices.
-     Knowledge of data collection interpretation, modeling, analysis and data conveyance.
-     Knowledge of FVAP programs as well as pertinent laws, regulations, policies and skills applicable to the organization’s mission.
-     Knowledge of correspondence control and response in the department of Defense or other federal agency.

Highly-Qualified:  This higher category will be used for those candidates who possess the type and quality of experience that exceed the minimum qualifications of the position, as determined by the job analysis.

Qualified:  This lowest category will be used for those candidates that meet the minimum qualifications of the position and are proficient in some, but not all, of the requirements of the position.  Candidates may require extensive training and/or orientation in order to satisfactorily perform the duties of the position.
