The Department of the Navy (DON) is more than ships, aircraft, and sailors; it is over 181,000 civilian employees at Navy and Marine Corps commands, bases, stations and facilities throughout the U.S. and around the world.

It requires a highly trained, educated and skilled workforce to support today's sophisticated Navy and Marine Corps ships, aircraft, weapon systems and computer systems. Over 41,000 acquisition professionals perform "cradle to grave" management of highly technical systems, equipment, facilities, supplies and services.

Individuals will be placed in the Naval Acquisition Development Program (NADP). The NADP is a structured management-training program including formal education, diverse rotational assignments, extensive on-the-job training, and graduate tuition assistance that is tailored to various acquisition career fields for up to three years. These positions are located throughout the U.S.; however a majority are located within the greater Washington D.C. metropolitan area, CA, WA, MD, VA, PA, NJ, RI and FL.

Duties

  • Conducts advertised procurements: provides guidance to technical personnel; decides contracting approach to be taken; ensures bid schedule is properly structured; prepares solicitation; determines sources to be solicited; conducts pre-bid conferences; determines bid responsiveness based upon Policy and Regulation; and awards or recommends award based on award criteria.
  • Prepares analyses when historical cost data is available and directly applicable including portions of contractor price and cost proposals considering labor rates, labor and engineering hours, material and subcontracting costs, overhead, tooling costs, profit or fee or other factors as directed.
  • Participates in the development of procurements, plans the procurement action, provides guidance for the statement of work; determines most suitable type of contract; develops special clauses; determines sources to be solicited; prepares determinations and findings.
  • Drafts documents including contract modifications, cure or show-cause notices and other administrative documentation characteristic of the contract administration phase either independently or based on specific detailed information provided by senior contract specialists/supervisor.
  • Conducts or assists in pre-proposal conferences; responds to inquiries; prepares replies and final documentation of actions taken.


Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

To qualify for this position, your resume must show sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the position for which you are being considered. All qualification requirements, including completion of college degrees, must be met by August 31, 2011. Qualifying experience may be obtained in the private or public sectors.
Basic Requirements-
A bachelor's degree from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)

EDUCATION
GS-7 Requirements:A degree that meets the requirements through one of the following methods, no more than 10% of academic credit can be based on pass/fail or similar non-traditional grading systems.
  • 2.95 GPA overall or higher in last 2 years (= or less than 10% Pass/Fail)
  • 3.45 GPA or higher in major or last 2 years in major (=or less than 10% Pass/Fail)
  • Upper 1/3 ranking in graduating class (you must submit proof with your application)
  • National Scholastic Honor Society. Membership in a freshman honor society cannot be used to meet the requirements of this provision. (you must submit proof with your application)
OROne year of graduate education (18 semester hours) or law school ORExperience: One year of professional experience in an appropriate field comparable in difficulty and responsibility to the GS-5 level work or equivalent in the Federal service, which is in or related to the line of work of this position including:developing, preparing, and presenting terms and conditions in bids or proposals related to the award of contracts; or negotiating and awarding contracts, contract modifications, and subcontracts; or in legal practice involving the analysis of procurement policies and procedures; or administering the terms and conditions of contracts, including such aspects as preparing contract modifications, evaluation of performance under the contract, and contract termination; or analyzing proposed prices or costs, including such aspects as evaluating technical and audit reports, forecasting price trends, evaluating economic factors, estimating production efficiencies, and evaluating methods of allocating costs through various types of overhead and general administrative expense.  ORCombination of Education and Experience: Applicants that possess a percentage of the required professional experience and a percentage of the required graduate level of education such that, when the percentages of the required graduate education and specialized experience are added together, they equal 100%. (Only graduate education and only professional experience equivalent to the GS-5 or higher is creditable.)
