JOB SUMMARY:

EPA leads the nation in environmental science, research, education and assessment efforts and works to develop and enforce regulations that implement environmental laws enacted by Congress. This is a Senior Level (SL) position in the U. S. Environmental Protection Agency, Office of Research and Development (ORD), National Center for Environmental Assessment (NCEA), located in Arlington, VA. The NCEA is a national leader in the field of environmental risk analysis of human health and ecological effects. The Center champions the development and use of health and ecological assessments by interacting with other agencies, the scientific community, industry, policy-makers, and the public. NCEA programs are broad in scope and involve numerous scientific disciplines including toxicology, physiology, pharmacology, environmental epidemiology, chemistry, physics, microbiology, meteorology, chemical engineering and economics. This position serves as the Associate Director for Health (ADH). As a principal advisor to the Center Director, the ADH shares in the planning, implementation, and management of health risk assessments and research programs to develop new methods and data related to human health assessments. | |

1. NCEA's Associate Director for Health directs the development and implementation of an ORD-wide health risk assessment program. Serves as the principal advisor to the Director of the National Center for Environmental Assessment (NCEA) in planning, implementation, and management of health risk assessments and research programs to develop new methods, models and data related to human health assessments.
2. Establishes, in conjunction with other senior executives in the Center, the structure of the health risk assessment program; recommends the allocation of dollar and personnel resources within assigned areas; reviews and evaluates progress against an annual plan; participates in the selection and assignment of technical staff; and provides management oversight of the direction and guidance of highly technical, scientific, multi-disciplinary staff.
3. Provides executive oversight for the Agency's Integrated Risk Information System (IRIS) Program.
4. Develops and maintains close working relationships with the other ORD National Laboratories and Centers to ensure that an integrated health research and assessment program is developed and implemented.
5. Exercises leadership to establish the reputation of the Center as a focal point with the health risk assessment and research communities.
6. Assures the timely and effective dissemination of the NCEA health risk assessment program outputs to the appropriate user community, including alerting appropriate Agency officials to the implications of such findings.
7. Represents NCEA's health risk assessment program to senior officials within EPA and other federal agencies; represents the Center in senior Agency regulatory decision-making; provides counsel to and develops testimony for senior officials in their dealings with the legislative branch; and responds to Congressional and other inquiries.
8. Conducts program and project reviews of the operating units within NCEA.
9. Performs other duties as assigned that are associated with the executive leadership of the NCEA.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
All applicants must have at least one year of specialized experience equivalent to at least the GS-15 grade level. Specialized experience for this position involves experience that clearly demonstrate the mandatory technical qualifications necessary to successfully develop and implement an ORD-wide health assessment program.
Specialized Education:
In addition to meeting the specialized experience requirement, you must also meet the specialized education requirement below.
Degree: major study in an academic field related to the health sciences or allied sciences appropriate to the work of the position.
MANDATORY TECHNICAL FACTORS:
1. Demonstrated leadership in health, environmental science, public health, and/or risk assessment including coordination of complex science policy issues across multiple levels of management.
2. Demonstrated scientific leadership of multi-disciplinary organizations to produce risk assessments that achieve important public health outcomes.
3. Experience in more than one environmental program and/or in more than one organization or entity (e.g., headquarters and field experience) and in providing oversight to scientific experts in areas outside of your primary expertise.
DESIRABLE FACTOR:
1. A doctoral degree in the health or environmental sciences.

Candidates must have successfully completed a full course of study in an accredited college or university leading to a bachelor's degree or higher in health sciences or allied sciences

WHAT TO EXPECT NEXT:
