Project Summary:
In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC). On this five-year support services project, MSI is providing monitoring, evaluation, and data verification services to the USAID’s Program Office and Technical Teams on all of its projects throughout Pakistan. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism. IMEC is headquartered in Islamabad, and is establishing small offices in Peshawar and Karachi.
Position Summary: Under the guidance of the Senor Program Advisor and the Regional Relationship Manager, Monitoring Coordinators are responsible for managing, coordinating, and implementing discrete monitoring and evaluation activities of USAID-funded programs and projects. This includes designing assignments, managing and implementing fieldwork (e.g., key informant interviews, focus groups, rapid surveys), data quality assurance, analysis and report writing. Through observation and simple analysis of reported data, the Monitoring Coordinators will identify and convey concerns they have about performance or reporting to IMEC staff and USAID.
Monitoring Coordinators are the primary point of contact between USAID’s partners and IMEC in a given technical area or region. They will work closely with other staff members, including IMEC Relationship Managers who are the primary liaisons between USAID’s Technical Teams (e.g., health, education, agriculture) and the project. Monitoring Coordinators are required to develop an in-depth understanding of assigned USAID programs and projects. They will work closely USAID’s partners and key stakeholders to identify where activities are occurring and the relevant stakeholders and beneficiaries for obtaining data related to monitoring assignments.

Responsibilities: • Under the guidance of Senior Program Advisor and Regional Relationships Manager, Monitoring Coordinators will work alongside Relationship Managers allocated to specific USAID programs/ sectors; • Ongoing review of program documents related to assigned USAID programs;
• Work with the Regional Relationship Manager and other IMEC staff for identifying the key performance questions and parameters for monitoring and comparing it to targets; • Assist in the development of data collection plans, data collection instruments and schedules;
• Collect and collate project data; • Undertake primary data collection, including interviews and focus groups;
• Manage data collection efforts of sub-contractors, including ensuring the adequacy of data collection instruments, feasibility of data collection plan, timely collection of data (including surveys), and quality of data collected; and • Together with IMEC staff analyze the field data, as required, and develop draft monitoring reports in English for submission to USAID.
Qualifications: • At least a Bachelor’s Degree in social sciences, development, economics, statistics or related field; • A minimum 5 years of work experience in a relevant professional field; • Demonstrated experience in data collection using qualitative methodologies; • Experience in working with different types of organizations; • Ability to multi-task and work under intense deadlines; • Excellent English communication skills (writing and speaking); • Fluency in Urdu is required; knowledge of regional languages a plus; and • Proficiency in Microsoft Office software
S/he must have: • Good understanding of monitoring processes for development projects, with a focus on participatory processes, joint management, and gender issues; • Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders; and • Leadership qualities, personnel and team management (including mediation and conflict resolution);

Overall Responsibilities The Senior Technical Advisor (STA) is responsible for providing technical assistance aimed at strengthening pharmaceutical systems , supply chain management or pharmaceutical services in developing countries, and providing technical leadership to Global TB initiatives and partners. S/he supports SIAPS portfolio managers and in-country teams in the development and implementation of technical activities ensuring their adequate contribution to SIAPS results. The STA is responsible for the adequate deployment of CPM tools and frameworks and their adequate customization and ownership at the country level. S/he works closely with country portfolio teams and national stakeholders to ensure that technical assistance activities are adequately effective and that deliverables are meeting quality standards. S/he supports measurement and documentation of portfolio results. The STA also contributes and supports CPM and SIAPS capacity building and knowledge exchange plans.
Specific Responsibilities
  1. Provide technical support to core and country portfolio managers and to country staff in the conceptualization of pharmaceutical management activities at the global, regional and/or country level, consistently with SIAPS objectives.
  2. Lead and participate in activities aimed at pharmaceutical sector assessments, options analysis, operations research, and strategic planning ensuring that findings, recommendations and plans are all consistent with USAID objectives and host government priorities.
  3. Provide technical support to SIAPS country teams in the implementation of planned activities and in the review of portfolio deliverables ensuring quality of products.
  4. Participate in human resource capacity assessments in the pharmaceutical sector and collaborate with the Capacity Building and Performance Improvement Unit to develop country specific capacity building strategies.
  5. Develop training materials, and participate in the planning and delivery of pharmaceutical management training programs aimed at building the capacity of pharmaceutical cadres and training institutions.
  6. Collaborate with the CPM Systems Analysis and Software Products Unit for the development, deployment and implementation of appropriate tools necessary to improve pharmaceutical management information systems and their appropriate use for decision making.
  7. In coordination with the M&E Unit, support portfolios for the establishment of mechanisms for collecting relevant data to their established indicators. Also participate in SIAPS program review activities and provide adequate recommendations.
  8. Support Portfolio Managers and Principal Advisors in the adequate documentation and dissemination of program results and lessons learned including the development and submission of abstracts and articles to scientific journals and conferences.
  9. Supervise assigned Technical Advisors and/or Technical Associates ensuring the adequacy of their performance and their continuous professional development.
  10. Participate and represent SIAPS and CPM in meetings with USAID, and with national and international partners and collaborators.
  11. Contribute to the business development of CPM and participate in the development of proposals as needed. Qualifications • Medical degree is essential, with a public health degree preferred. • Specialized training and/or experience relating to pharmaceutical systems, manual and electronic management information systems, supply chain management or pharmaceutical services. • Relevant experience in international public health particularly in the implementation of TB prevention, care, and treatment, management of National TB programs, and experience in Programmatic Management of Drug Resistant Tuberculosis (PMDT) • Experience with programs supported by bilateral agencies such as USAID and international agencies such as WHO and World Bank preferred. • Ability to write lucid technical reports and documents in English is required. • Competence in use of word processing programs required, and experience with spreadsheets and database applications strongly preferred. • Interest in and experience managing and supervising technical staff. • Proficiency in French, Spanish or Portuguese is desired, as are languages of other USAID-supported countries. • Strong organizational skills with the ability to handle multiple tasks simultaneously; excellent interpersonal skills and ability to work effectively in a team spirit. • Ability and availability to travel internationally 30% of time or more.

The USAID | DELIVER PROJECT is a worldwide program managed by John Snow, Inc. and funded by the United States Agency for International Development (USAID). DELIVER strengthens the supply chains of health and family planning programs in developing countries to ensure the availability of critical health products to customers.
The Logistics Advisor, Malaria is the point of contact with the USAID regional mission and is responsible for overseeing the planning, implementing, and monitoring of USAID | DELIVER PROJECT Task Order Malaria technical assistance activities in the Greater Mekong Sub-region (GMS). Responsibilities include providing logistics technical assistance for strengthening routine and ad hoc supply chain activities for a range of commodities for malaria prevention, diagnosis, and treatment throughout the GMS. The Resident Logistics Advisor, Malaria works under the direction of the Senior Technical Advisor. The position is based in Bangkok, Thailand.
RESPONSIBILITIES • Contribute technical input into the design and implementation of assessments of routine malaria commodity supply chains and health logistics systems to identify resources and gaps in key areas including: - Warehouse Management - Transportation resources - Human resources - Quantification - Inventory management - Logistics management information - Monitoring and evaluation - Financing - Health systems regulatory and policy environments • Participate in the development and implementation of workplan activities, and reporting on the status of their implementation. • Provide technical expertise to stakeholders and partners for the collection and analysis of information to assist with annual national quantifications and procurement planning of commodities for malaria prevention, diagnosis and treatment with the goal of avoiding potential stock outs. • Contribute to the writing of routine semi-annual and annual reports. • Any other duties as assigned
The position will require approximately 30-35% travel outside Thailand, mainly within the Greater -Mekong Sub-region.
QUALIFICATIONS • Master’s degree in public health, pharmacy, business administration or a related field • A minimum five years’ progressively responsible experience in public health –in Thailand, Cambodia, Burma or other GMS country context. This is to include experience in activity design, program planning, budgeting, and monitoring and evaluation, preferably in health care supply chain management. • Experience with malaria commodity selection, procurement, monitoring, supply chain issues and use in developing countries. • A comprehensive knowledge of the concepts, principles and management of infectious disease issues in Asia and the strategies, techniques and the practices most effective for their implementation • Experience with using the information from assessments to identify, design, and implement interventions to improve supply chain processes and procedures. • Demonstrated ability with Microsoft Office, including databases, spreadsheets and presentations; and ability to learn new software packages. • Demonstrated ability to work to cultivate and maintain a wide range of contacts and work collaboratively and effectively with multiple partners • Ability to communicate and report in concise written and spoken English in a professional and competent manner. • Demonstrable strong quantitative and analytical skills • Demonstrated flexibility to effectively manage more than one activity at a time, work calmly, tactfully and effectively under pressure. • A proven ability to work remotely as part of a team and to be self managing • Authorization to work in Thailand DESIRED SKILLS, KNOWLEDGE & EXPERIENCE • An understanding of infectious disease epidemiology and programs in mobile populations and cross-border settings is desirable • Ability to communicate effectively in at least one GSM language is desired

  1. Background: UNICEF has been supporting the implementation of the Inter-Agency Standing Committee (IASC) Guidelines on Mental Health and Psychosocial Support (MHPSS) in Emergencies Settings since their launch in 2007. Implementation has involved a number of strategies including: widespread dissemination, advocacy and mainstreaming into global and organizational policies/guidance, using the guidelines to develop country based policies and planning, capacity building, and implementation at the community level. Since 2008, UNICEF has co-led the IASC MHPSS Reference Group under the Cluster system. In 2009/2010 the group was co-chaired by UNICEF & World Vision. In 2011, the Reference Group was co-chaired by Church of Sweden (based in Sweden) / ACT Alliance (an alliance of 125 churches in Geneva working on humanitarian issues) and a consultant hired by UNICEF (based in Ireland). To help the Reference Group continue its very important global advocacy role on psycho social support, UNICEF needs to continue supporting the co-chair’s position based in Ireland. UNICEF has played a key role in keeping the Reference Group active so far and it’s essential that this support be continued. In 2011, the Reference Group has made good progress in developing a number of tools on Psychosocial Support and on advocating with Governments on mainstreaming the issue.
  2. Purpose:
    The purpose of the contract is to provide secretariat support to the IASC MHPSS Reference Group which is co-chaired by UNICEF and ACT Alliance.
  3. Expected results: (measurable results) The consultant will support the IASC MHPSS Reference Group to roll-out of the IASC Guidelines on Mental Health and Psychosocial Support in Emergencies and other associated activities as outlined in the 2012 Work plan and the ToR of the IASC MHPSS Reference Group. The incumbent’s success will be measured in terms of reported successes based on the 2012 Work plan.
a. Support regional and country level implementation activities  Support IASC MHPSS Reference Group member organisations to coordinate MHPSS responses in emergencies including supporting the establishment of MHPSS coordination mechanisms, update and share information on activities to implement MHPSS by reference group members in all relevant countries  Field testing and evaluation of the MHPSS Assessment tool, 4Ws (Who is Where, When, doing What?) tool and MIRA (multi-cluster initial rapid needs assessment) in new emergencies throughout 2012.  Establishment of 15 focal points in 10 cluster activated/ emergency prone countries.  Identify and update list of focal points for interagency coordination/collaboration on MHPSS in all clusterised countries and facilitate involvement of these focal points in the work of the MHPSS Reference Group  Provide support for the implementation of the IASC MHPSS Guidelines in selected countries in collaboration with Reference Group members.
 Finalise and disseminate guidance on country implementation of MHPSS guidelines among reference group members and country focal points.
 Provide support, as required, to the advocacy campaign to increase governments engagement with and use of the MHPSS guidelines in selected countries  In collaboration with AoRs (Area of Responsibility), finalise community messages on child protection, MHPSS and GBV.
b. Support ongoing field-based training in the guidelines and MHPSS  Training, dissemination and evaluation of the Psychological First Aid Guide in 5 countries.  Training of 50 ‘MHPSS Advocates,’ in total, from the Democratic Republic of Congo and the Pacific Region.
 Support and coordinate training materials through ongoing collation, review and dissemination of training materials through IASC MHPSS Reference Group on psychosocialnetwork.net  Support members of the IASC MHPSS to conduct and follow-up interagency Advocates Training programs in selected countries/regions.  Ensure IASC MHPSS Guidelines Orientation seminars are disseminated further.
c. Support the mainstreaming of MHPSS and the guidelines within the UN Cluster System  Working with relevant Reference Group organisations, provide support to the integration of MHPSS into the following clusters: Protection, Education, Health, Nutrition and Camp Coordination & Camp Management (CCCM), as well as engaging with other interagency humanitarian initiatives as they arise through the cluster system (for details see deliverables below).  Where relevant, attend key cluster meetings and review cluster products to ensure the inclusion of MHPSS in policy and tools and provide training/orientation as required
d. Support the dissemination of the Guidelines to key stakeholders and institutionalise them  Support reference group members to ensure the printing and physical dissemination of the IASC MHPSS Guidelines and its other key ‘products’, including various language versions  Use the institutionalization surveys to document and monitor the progress of institutionalisation at organizational levels  Communicate with member organisations to re-engage inactive members, support acting members in their activities according to the 2012 Work plan and reach out to new potential member organisations.  Organize the implementation of orientation seminars on the guidelines to different audiences including at least 2 orientations to donors
e. Support the development of tools and resources for MHPSS and those that support the implementation of the guidelines  Keep up to date on tools and resources being developed by MHPSS Reference Group members MHPSS and the implementation of the IASC MHPSS Guidelines, share quality tools with reference group members and facilitate collaboration among members on common tools  Provide input to interagency tools being developed through comments and technical knowledge. Support – as appropriate – the input to and use of these tools by MHPSS Reference Group members.
f. Support MHPSS assessment, mapping and information management  Ensure a functional working space for the RG members and others to share and interact about the Guidelines and their implementation (www.psychosocialnetwork.net)  Support MHPSS reference group members to use assessment guide for MHPSS, to develop and integrate MHPSS into the NAFT and other cluster assessment tools.  Support WHO and reference group members and country offices to use the 4W mapping tool
h. Support coordination and information sharing among members of the MHPSS reference group  Disseminate messages to MHPSS reference group members (at least every 2 months)  Organise conference calls among MHPSS reference group members including at least 1 general call every three months + one conference call and email communication among reference group members following all major rapid onset emergencies  Support members of the IASC MHPSS reference group to organise the annual face-to-face meeting for the IASC MHPSS Reference Group  Reengage old members of the reference group and reach out to at least 2 new members in 2012.  In consultation with UNICEF, Act Alliance and other Reference Group members, make required changes to the IASC MHPSS 2012 Work plan throughout the year.

  2. Duration: The consultancy is for 96 days – or an average of 4 days per week – from 13 February to 17 August 2012.
  3. Activities and time allocation The consultant will work under the supervision of UNICEF (Child Protection Specialist, MHPSS) and will work closely with ACT Alliance as other Co-Chair. They will work in collaboration with ACT Alliance and Reference Group members to complete the tasks below.

• Technical support is provided to at least 3 countries for the implementation of IASC MHPSS guidelines in collaboration with MHPSS Reference Group members 20 days 17 August 2012 • Reach out has taken place to the Nutrition Cluster including: delivering one orientation seminar, including presentation of field experiences; and reviewing nutrition cluster training materials to strengthen integration of MHPSS • Support is provided to the Health cluster including: support involving MHPSS reference group members in the interagency meeting for organisations doing MHPSS in the health sector; work with WHO to draft product for emergencies and how MH Gap can be implemented by health actors • Support is provided to the CCCM Cluster: including working with IOM to create an ad hoc chapter of the guidelines for camp management on MHPSS and/or practical checklist • MHPSS is integrated into inter-cluster missions and other key cluster initiatives 10 days 17 August 2012 • Input is provided to the MHPSS assessment toolkit for health sector • Support is provided to the, field testing and implementation of the 4Ws mapping tool by MHPSS Reference Group members • The IASC MHPSS Reference Group on the Psychosocial Network is managed 10 days 17 August 2012 • A system exists to print, store and disseminate the guidelines and its corresponding ‘products’ • The institutionalization checklist is distributed, analysed and reviewed with Reference Group members • Inactive members and new members are (re)engaged in the reference group • MHPSS tools and resources are developed and monitored (e.g. staff care recommendations etc.) • Annual meeting of IASC MHPSS Reference Group is organized in collaboration with reference group members 16 days 17 August 2012 7. Key competencies, technical background and experience required: • At least 5 years’ experience in humanitarian and or development programming, including programming on child protection in emergency or health in emergencies • Experience in interagency initiatives • Masters-level degree in social studies, psychology or similar area • Knowledge of psychosocial support , the humanitarian reform and the cluster system • Excellent communication and management skills, including in facilitating interagency collaboration • Proven writing and editing skills in English and a second UN language • Based in or near Geneva • Knowledge of the IASC Guidelines on MHPSS in Emergency Settings and the MHPSS Reference Group and experience with implementation of the IASC MHPSS Guidelines
