Project Summary:
In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC). On this five-year support services project, MSI is providing monitoring, evaluation, and data verification services to the USAID’s Program Office and Technical Teams on all of its projects throughout Pakistan. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism. IMEC is headquartered in Islamabad, and is establishing small offices in Peshawar and Karachi.

Position Summary: Under the guidance of the Senor Program Advisor and the Regional Relationship Manager, Monitoring Coordinators are responsible for managing, coordinating, and implementing discrete monitoring and evaluation activities of USAID-funded programs and projects. This includes designing assignments, managing and implementing fieldwork (e.g., key informant interviews, focus groups, rapid surveys), data quality assurance, analysis and report writing. Through observation and simple analysis of reported data, the Monitoring Coordinators will identify and convey concerns they have about performance or reporting to IMEC staff and USAID.
Monitoring Coordinators are the primary point of contact between USAID’s partners and IMEC in a given technical area or region. They will work closely with other staff members, including IMEC Relationship Managers who are the primary liaisons between USAID’s Technical Teams (e.g., health, education, agriculture) and the project. Monitoring Coordinators are required to develop an in-depth understanding of assigned USAID programs and projects. They will work closely USAID’s partners and key stakeholders to identify where activities are occurring and the relevant stakeholders and beneficiaries for obtaining data related to monitoring assignments.

Responsibilities: • Under the guidance of Senior Program Advisor and Regional Relationships Manager, Monitoring Coordinators will work alongside Relationship Managers allocated to specific USAID programs/ sectors; • Ongoing review of program documents related to assigned USAID programs;
• Work with the Regional Relationship Manager and other IMEC staff for identifying the key performance questions and parameters for monitoring and comparing it to targets; • Assist in the development of data collection plans, data collection instruments and schedules;
• Collect and collate project data; • Undertake primary data collection, including interviews and focus groups;

• Manage data collection efforts of sub-contractors, including ensuring the adequacy of data collection instruments, feasibility of data collection plan, timely collection of data (including surveys), and quality of data collected; and • Together with IMEC staff analyze the field data, as required, and develop draft monitoring reports in English for submission to USAID.
Qualifications: • At least a Bachelor’s Degree in social sciences, development, economics, statistics or related field; • A minimum 5 years of work experience in a relevant professional field; • Demonstrated experience in data collection using qualitative methodologies; • Experience in working with different types of organizations; • Ability to multi-task and work under intense deadlines; • Excellent English communication skills (writing and speaking); • Fluency in Urdu is required; knowledge of regional languages a plus; and • Proficiency in Microsoft Office software
S/he must have: • Good understanding of monitoring processes for development projects, with a focus on participatory processes, joint management, and gender issues; • Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders; and • Leadership qualities, personnel and team management (including mediation and conflict resolution);
Desirable: • Knowledge and understanding of USAID development programs, its partners and monitoring processes; and • Experience managing or conducting surveys
