In 1994, the 20-year Programme of Action (PoA) of the International Conference on Population and Development (ICPD) was adopted in Cairo to address the critical challenges and interrelationships between population and sustained economic growth in the context of sustainable development and human rights. General Assembly Resolution 65/234 on the follow-up to the ICPD beyond 2014 mandates UNFPA, in cooperation with all relevant organizations to “undertake an operational review of the implementation of the Programme of Action on the basis of the highest-quality data and analysis of the state of population and development, taking into account the need for a systematic, comprehensive and integrated approach to population and development issues". The post described therein, will be part of the technical team of the secretariat put in place by UNFPA to carry out the 20-year Operational Review (OR) with the objective of assessing progress and achievements of ICPD PoA implementation since Cairo.
Organizational Setting:
In the ICPD Beyond 2014 Secretariat, under the direct supervision of the OIC, ICPD Beyond 2014 Secretariat, the Coordination Specialist will coordinate the flow of information within and between the ICPD Beyond 2014 Secretariat and the United Nations Member States, OED, UNFPA internal units, Regional Offices, Regional Economic Commissions and other partners to ensure smooth and timely operations. By working closely with the ICPD Beyond 2014 Secretariat team, the TD operational review team members and Member States on the coordination and execution of the processes for the ICPD review, the Coordination Specialist will enable better planning by the Secretariat, smooth delivery by the Secretariat while optimizing the time of the OIC and enabling consistent support from Member States.
The Coordination Specialist will provide operational support to the OIC acting as a key interface with all relevant stakeholders and partners as well as units within and outside the Secretariat. The Coordination Specialist will provide substantive analysis and summaries to the OIC on major documentation covering all aspects of the Secretariat’s work, especially inter-governmental and inter-agency processes requiring the involvement of the OIC and the ICPD Beyond 2014 Secretariat.
Major Activities/Expected Results:
Under the supervision of the O-I-C, ICPD Beyond 2014 Secretariat, the Coordination Specialist performs the following specific duties and responsibilities: • Monitor all aspects of the activities of the Secretariat, ensuring timeliness of the Secretariat’s interventions and ensuring adherence to quality standards and deadlines.
• Produce a continuing stream of useful information between the Secretariat and Secretariat staff, TD operational review team and larger OED, facilitating planning activities, meeting coordination, report production, review and clearances.
• Monitor the inter-governmental and inter-agency calendars and coordinate effective preparations, briefings, consultations and interventions with Member States and UN system agencies to ensure Member States are knowledgeable about the ICPD Beyond 2014 processes and supportive of UNFPA positions.
• Provide the OIC with substantive analysis and summaries of all relevant reports and documents related to ICPD and MDGs as well as other related processes critical to the effective and strategic coordination and leadership of UNFPA of the assessment of the status of implementation of the ICPD Programme of Action.
• Advise the Secretariat on all policies and programme requirements, including procurement and budget issues affecting the Secretariat’s work, facilitating efficient business processes.
• Coordinate regular planning of Secretariat’s work with other UNFPA units and external partners.
• Coordinate preparation of position papers, briefing notes, talking points for senior management and facilitate completion of major reports on all ICPD-related matters.
• Work closely with support staff in the related Divisions and units ensuring that the contributions of all relevant Divisions and units are focused on facilitating the substantive work of the Secretariat, quality of the Secretariat’s outputs and the time of the OIC.
• Prepare PowerPoint presentations for the Secretariat as necessary.
• Represent the Secretariat at intra UNFPA meetings to present the Secretariat’s positions and take the lead in follow-up actions; provide updates to the Secretariat of meeting proceedings.
• Act as Secretary of the inter-divisional meetings on ICPD Beyond 2014
• Undertake any other tasks as assigned by the O-I-C, ICPD Beyond 2014 Secretariat.

Job Requirements:
• Advanced university degree in international relations, diplomacy, political science, management, public administration, communication or equivalent. • 5 years of relevant professional experience in inter-governmental or inter-agency or governmental or relevant management areas, preferably with exposure to the UN. • Strong qualitative and organizational skills; • Good writing and presentation skills. • Fluency in English, working knowledge of another required UN official language desirable.
