With approximately 300 staff members, NRC Pakistan has nine offices Khyber Pakhtunkhwa (KP), FATA and Balochistan, NRC is one of the largest humanitarian organizations in the country. The NRC Pakistan Country Strategy 2011-2013 has been developed with plans to expand operations in KP, FATA and Balochistan is underway. Access into FATA and other marginalized areas is gradually being increased with a critical focus on ensuring staff security and development of specific access strategies for FATA. Shelter is the largest NRC program intervention in the country. NRC Shelter activities are focusing on flood and conflict affected Refugees and IDPs in KP, Balochistan and FATA providing them Temporary, Transitional and Permanent shelters. School Construction is also being undertaken. NRC been undertaking NFIs distribution for flood and conflict affected displaced in KP and FATA. Stocks are maintained to respond to sudden emergencies which are frequent in Pakistan. Since September 2010, the shelter team has erected 12,000 tents and will distribute over 30,000 NFI kits by December 2011. It will build approximately 4,500 one room permanent shelters in the five hosting districts of Peshawar, Nowshera, Charsadda, Kohat, DI Khan, Mohmand and Bajaur. A total of 9 schools will be constructed in Swat, DI Khan, Buner and Malakand. Job description: Responsible for expand, develop, coordinate and manage NRC’s shelter projects in KP and FATA, including recruiting and managment of staff. Guarantee the continuation of ongoing shelter activities and initiate complementary ones; Manage NRC Shelter staff in KP and provide support to shelter team in FATA and/or Balochistan, providing on the job training as required to increase the capacity of the team, local partners and IDPs Prepare/ develop narratives and budgets for proposals, finance and other relevant teams to maintain and expand shelter program; Manage and monitor program finance and budgets Develop methodologies to track and monitor NFIs and tent distribution; Actively contribute to the formation of technical design of shelters; Develop low cost shelter designs ensuring increased cost competitiveness. Qualifications: Relevant experience and/or higher education, preferably in management, Education, political science or international development 3-5 years operational experience within management and programme development (focus on Education, preferably Accelerated Learning Program and Youth Education Program) Experienced field worker with background from complex emergencies, and with experience from working in a difficult security environment, including coordination with UN agencies Experience in strategic thinking, planning skills,administration, finance, logistic and personnel management Solid experience from development of proposals and budgets Experience from advocacy work Experience working with refugee/IDP related emergencies an asset Significant understanding of complex emergencies and crisis contexts A thorough understanding of protection issues and experience with implementation of protection based projects Political, gender and cultural awareness and experience of working where insecurity is a major issue Fluency in English Proficiency in the Urdu and/or Pushto language an asset. Computer skills – MS Office Political and cultural awareness; Knowledge of the political situation in Pakistan an asset Knowledge of UN system and experience with field level coordination with UN organisations, INGOs, Donors and authorities Flexible and creative, and have a sense of humour
