Country Director in Afgahnistan,


Role and Responsibilities 
To design and manage the strategy, security, implementation, development and evaluation of the Afghanistan programme. To represent Medair for all issues related to the Afghanistan programme.
Project Overview
Water, Sanitation and Hygiene promotion (WASH), Emergency Response, Disaster Risk Reduction, Food and Agriculture, and Nutrition programmes in Badakhshan province.

Key activity areas
Planning and Strategy
• In coordination with the HQ Desk Officer (DO) and the sector coordinators, design, evaluate and update the Country Strategy and Exit Strategies so as to facilitate the long term planning and development of the projects in the country.
• To monitor, evaluate and report on the implementation of the planned activities in accordance with the project proposals and logical frameworks.
• To stay informed on humanitarian need trends and political developments in the regions of the country programmes in order to anticipate new projects and initiatives.

Financial Management
• Plan and construct project budgets, in collaboration with the DO, programme co-ordinator, sector co-ordinators and HQ Finance Officer.
• Ensure that spending is inline with the approved budgets through monthly consultation of the BVA’s.
• Highlight over or under spending in conjunction with the appropriate coordinator or manager and ensure that the necessary changes are made.

Communications and Reporting
• To develop and maintain a transparent, honest and supportive communication structure with coordinators and field managers, so as to uphold a spirit of unity and mutual respect between the field sites and the base.
• To draft and update the Project Approval sheets, in conjunction with the coordinators and the DO.
• To ensure the writing of surveys, project proposals, monthly, quarterly & final reports for all projects, regular communication to HQ, correspondence and reports to counterpart organisations and donors.

Donor Relations Management
• To oversee the drafting and presentation, in conjunction with the DO, of all proposals, operational and financial reports related to the Country Programme under his/her control, in order to have SMART objectives and evaluations of the projects as well as to be transparent and accountable to our institutional donors.

Quality Management
• To promote Quality Management Practices so as to implement projects that meet the real needs of the beneficiaries in accordance with their requirements, standards and cultural background.

Security Management
• Responsible for drafting and updating the Security Guidelines.
• Responsible for the management of any security related incidents and the consequent decisions which need to be made, e.g. evacuation.
• Ensure appropriate security procedures and awareness is maintained throughout the Country Programme.

Staff Management
• Oversee all HR related issues within the programme including the recruitment, appraisal, management, development, training, and general well-being of all staff, team structures, job descriptions etc. in collaboration with the HQ HR Officer (HRO).
Public Relations
• Develop and maintain relationships with authorities, donors, media, NGO's and embassies with the objective of raising public awareness and identifying funding opportunities and other working partnerships.
Qualifications
• University degree and relevant professional experience
• Postgraduate degree in the humanitarian sector desirable
Experience / Competencies
• 2 years of experience in senior management position and 3 years of overseas experience
• 2 years experience in senior management position
• 5 years management experience in relief and rehabilitation projects desirable
• Experienced proposal and report writer; advanced skills in project, finance and strategy planning
• Excellent communicator; analytical mind; very good educational and coaching skills
• Excellent negotiation skills, especially in the context of another culture
• Capacity to work under pressure and to tight deadlines
• Capacity to give spiritual input

• Successful completion of Medair’s Relief and Rehabilitation Course (ROC)

• Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit

Working Conditions
• Based in Kabul with frequent trips to field location project sites.
