Public Health Advisor

By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
Under the direction of the Director of Health Policy and Practice, the Health Advisor will provide technical advisory support to International Medical Corps health program portfolio in partnership with HQ and country program staff across African Asia and Middle East. Currently, the health technical team addresses the broader social determinants of health thereby includes specialists in the fields of reproductive health, SGBV, mental health, water and sanitation and M&E. This position is intended to compliment the specialist expertise by ensuring effective design, implementation and monitoring of quality public health programs based on best practice in response to the major health burdens affecting targeted countries/ populations.
ESSENTIAL RESPONSIBILITIES: •Support the development of health assessments, design planning, implementation and monitoring of programs; •Provide technical input into organizational proposals, reports and external communications for International Medical Corps programs worldwide; •Further develop and implement guidelines, protocols and standard setting for public health interventions, including roll-out at field level in order to achieve the highest quality of program interventions; •Support the response to health related requests and enquiries from country programs by undertaking relevant research; •Lead the continuing development of technical capacity statements to be routinely utilized in proposal development and external donor and partner interactions; •Support program management/accountability mechanisms to ensure coherence between global, regional and national health policies and strategies and International Medical Corps work; •Design and deliver in-house training courses for International Medical Corps non-health staff on specific public health interventions; •Support health personnel recruitment (short-listing and interviewing) of public health candidates in collaboration with HR; •Perform other duties as assigned. REQUIREMENTS • Advanced degree in Public Health or similar; • At least 7 years experience implementing International Health programs (from the field or HQ), covering a range of humanitarian, transition and development programs. • Previous experience (5+ years) managing health programs in the field, preferably in a humanitarian and/or transition setting; • Good knowledge of USG and other (UN, Work Bank, European donors) donor regulations and requirements; • Experience in program development including proposal writing for grants and RFAs • Demonstrated experience in health programming at HQ level; • Fluency in spoken and written English language necessary with preferred proficiency in spoken and written French; • Excellent communication skills with an ability to collaborate effectively with a wide range of stakeholders around the world via a range of methods – in person, email, phone, instant message, etc. ; • Ability to travel up to 30% of time;

• Strong work ethic and the ability to work and think under pressure in multi-tasked, fast-paced, deadline-oriented environment; • Previous NGO experience; • Ability to exercise sound judgment and make decisions independently; • Creativity and ability to work with limited resources; • Attention to details and good organizational skills; • Excellent interpersonal skills;
