Project/Proposal Summary: Management Systems International is implementing the Iraq Administrative Reform Project - Tarabot. The Tarabot project works to improve the functions of the GOI’s public institutions in order to improve services delivery processes through better governance and resource management approaches.
Position Summary: The Project Management Advisor is a member of the professional staff of USAID/Tarabot and is expected to provide analyses, advice, and solutions to representatives from the Government of Iraq (GOI) as well as the management of the project. Work includes a variety of complex analyses, creative problem-solving, management and supervision of subordinate staff as well as establishing and maintaining relationships with high-level GoI counterparts.

Responsibilities:
• Assist to standardize and deliver project offerings to the GoI to improve management of the Iraq’s capital investment projects. This should be done in harmony with recognized international standards, such as those laid out by the Project Management Institute (PMI). • Conduct visits to ministries to identify obstacles in the capital investment project process, and develop plans and solutions in line with internationally-recognized best practices in order to address these problems. • Engage with GoI counterparts to implement rigorous capacity-building programs. • Prepare summary analytical and research reports for presentation to GoI decision-makers on ways and methods to improve the success of Iraq’s capital investment projects. • Prepare high-level presentations for GoI counterparts and USAID officials. • Assist the team leader to meet all reporting requirements as stipulated by the AD component leader as well as meet all USAID reporting requirements.
Qualifications: • Completion of education with a BS degree in Engineering is required. • Additional professional certifications such as the PMP are highly desirable. • Demonstrated substantial progressively responsible, relevant experience required. • Arabic and English fluency is required for this position. • Knowledge of the structure, protocol, and day-to-day operations of the GoI. • Prior experience with USAID projects is highly desirable
