PRIMARY RESPONSIBILITES
The Program Manager (PM) is responsible for overseeing the management of assigned projects in the East Africa Programs Department including designing and monitoring workplans, budgets and timelines. The Program Manager reports to a Senior Program Manager and/or a Technical Program Manager and will be expected to make critical decisions independently. The Program Manager represents IntraHealth at the senior level within the organization, with partners, and outside the organization. The Program Manager oversees logistic and management for the field projects and may supervise a Program Officer or Specialist assigned to the project. The Program Manager works closely with the in-country team and home office departments to ensure donor, regulatory, and award compliance, and contributes to the development, implementation and monitoring of sub-awards at the country level.
ESSENTIAL FUNCTIONS
• Ensure various program funding mechanism rules and regulations are followed according to donor and lead partner expectations. • Provide ongoing and consistent oversight, assistance, support and leadership to ensure project deliverables are achieved. • Monitor quality of project documents (technical as well as routine reports and abstracts) and revise or write as necessary. • Manage consultant and staff short-term technical assistance to projects, including developing and negotiating technical scopes of work. • Provide context (history, background, current status) of projects for potential STTA, monitor SOW and ensure high quality deliverables (this includes M&E, clinical, training and learning, HRIS and IT STTA as well as consultants) • Liaise with Operations unit staff on project-related personnel issues. • Respond to field office requests for assistance in various operational, technical and program areas. • Represent programmatic areas and participate in headquarters task forces as necessary.
• Conduct management visits to assigned country programs to provide guidance in programmatic, operations and other areas as necessary. • Prepare, edit, and disseminate project related reports and documents as necessary. • Participate in new business development bids including completing requested program sections, writing job descriptions and recruitment and providing guidance on proposal budgets. • Ensure that project timelines and deliverables are met and of high quality. • Ensure projects fall within budget and if not, revise and negotiate through Contracts or directly with lead organization. • Ensure quality of project activities and promote IntraHealth’s technical competencies and strategic objectives and play an important role in the development of annual project workplans and budgets. • Communicate directly with partner/lead staff (Contracts department, Programs department, COPs, etc) to negotiate budgets and scopes of work and address personnel issues. • Provide input into the hiring and termination of field staff as well as determining appropriate salary ranges. • Train and mentor Program Officer and/or Program Specialist as necessary. • Involve appropriate headquarters staff to address project challenges and lead the effort in finding solutions. • Lead project start up and close out activities as necessary. • Review contract documents and initiate revisions or re-obligations via Contracts. • Initiate and support efforts to increase the visibility of projects internally and externally. • Interface with members of the headquarters-based contracts and finance teams on the development, implementation and monitoring of sub-awards

EDUCATION/EXPERIENCE REQUIREMENTS
• Master’s degree and 7 years of related experience or an equivalent combination of education and experience • Field experience in an overseas position preferred (minimum 2 years) • Working knowledge of program management in international health and development • General knowledge of and familiarity with HIV/AIDS clinical services technical terms and programs • Experience developing and monitoring budgets over $1million • Working knowledge of Microsoft Office software including Word, Excel, and PowerPoint • Excellent English writing and communication skills • Ability to multitask and prioritize • Ability to problem-solve and make decisions independently • Experience managing USAID and CDC contracts and grants required Conversational ability in Swahili preferred and or another sub-Saharan language.
