Organizational Setting
The Humanitarian Response Coordinator is located in the Asia and the Pacific Regional Office (APRO) of UNFPA in Bangkok. Under the overall supervision of the Deputy Regional Director, in close collaboration with relevant APRO Technical Advisers and Programme Specialists, s/he will ensure implementation of APRO’s regional strategy on disaster preparedness and response. This will be achieved through effective planning, implementation and management of the Regional Programme on humanitarian response and provision of high quality technical support to UNFPA Country Offices (COs) in the Asia-Pacific region.
Major Activities
• Provide coordinated and effective assistance to UNFPA COs in operationalizing humanitarian response programmes in collaboration with other APRO and Humanitarian Response Branch (HRB) colleagues in the aftermath of a disaster;
• Provide technical support to effectively implement regional and national activities to enhance the capacity of UNFPA COs and its national counterparts to be prepared for and respond to humanitarian crises and post-conflict situations;
• Build strategic partnerships with institutions at regional, sub-regional and national levels with high quality technical and programme capacity to assist effective and efficient delivery of UNFPA Country Programmes (CPs), ad-hoc humanitarian projects, and APRO’s Regional Programme on humanitarian response;
• Strengthen disaster preparedness in the region, including the development of regional SOPs, supporting COs in developing and implementing contingency plans, increasing technical capacity of COs in disaster risk reduction and climate change adaptation
• Identify policy gaps and provide technical support and guidance in the development of UNFPA CPs in crisis and post-conflict situations;
• Support UNFPA COs in incorporating disaster-related ICPD issues in Common Country Assessments (CCA) and United Nations Development Assistance Frameworks (UNDAFs);
• Ensure effective results-based management and reporting of the Regional Programme related to humanitarian response, including monitoring and evaluation;
• Support UNFPA COs facing emergencies and chronic disasters in developing Flash Appeals, Common Humanitarian Action Plans (CHAPs) and Transition Frameworks, with high quality situation analysis on ICPD issues and proposals for UNFPA programmes;
• Contribute to the development of UNFPA’s regional and sub-regional strategies and programmes that are effective to support CPs, through needs and capacity assessments of COs, national counterparts and regional institutions;
• Facilitate identification and synthesis of good practices and lessons learned pertaining to national and regional humanitarian programmes as part of APRO’s knowledge management efforts;
• Coordinate efforts and share information within APRO, UNFPA headquarters, COs, and external partners on national and regional humanitarian situations with analysis on implications for UNFPA issues;
• Participate in interagency and intergovernmental forums related to disaster management such as UN entities, NGOs (e.g. regional IASC), inter-governmental organizations (e.g. SAARC, ASEAN), donors, foundations, academic and institutional think-tanks and civil society organizations in order identify and engage in opportunities, key entry points, partners and approaches for mainstreaming reproductive health, gender and data issues into disaster preparedness and response in the region;
• Develop and maintain a roster of competent experts to provide assistance and be rapidly deployed in the event of an emergency;
• Assist UNFPA COs’ resource mobilization efforts including through Flash and Consolidated Appeals and CERF and seek funding opportunities for regional initiatives;
• Prepare technical background papers and briefing documents for regional office management and conduct regional research and analyses as needed;
• Monitor the effective and efficient use of core and no-core resources available to the region, assess and anticipate needs and bottlenecks, and provide analysis of expenditures/implementation related to humanitarian assistance;
• In coordination with HRB, coordinate APRO’s inputs on developing HQ guidance notes, policies, strategies and programming tools on humanitarian response so as to ensure regional and national lessons learned are taken into account;
• Undertake any other duties as required by APRO senior management.

Job Requirements:
• Post-graduate degree in Public Health, International Relations, Social Sciences or other relevant field with proven competence in programme management, coordination, advocacy and communications. • Seven years of progressively responsible professional work of which a minimum of three years of programme management and coordination experience in humanitarian and relief operations at the international level; • Knowledge and understanding of UN humanitarian relief operations and procedures is highly desirable; • Experience in sexual and reproductive health, data and GBV especially in the context of emergency response is essential;
• Prior UNFPA experience, particularly in the humanitarian area, is an asset; • Familiarity with the regional context is a strong asset.
