Habitat for Humanity, sometimes referred to as “Habitat”, began working in the Asia-Pacific region in 1983 with a pilot program in Khammam, India. Since then, Habitat has built and rehabilitated tens of thousands of homes. Every year thousands of other families are helped with repairs, and financial and technical assistance. In addition, tens of thousands of families have benefited from Habitat programs to help victims of the 2004 Asian tsunami and other natural disasters.
Habitat for Humanity International (HFHI) is currently seeking a Director, Human Resources (Asia-Pacific) to implement HFHI’s Human Resource plan and strategy throughout the Asia-Pacific (AP) Area. As a critical member of the Area Management Team (AMT), the Director, Human Resources will develop, implement and manage our human resources systems, policies and procedures which directly support the work of the organization and which build human resource capacity in the AP region. This position reports directly to the Area Vice President (AVP), is based at our Area Office (AO) in Bangkok, Thailand, and may involve up to 20% international travel.

DUTIES/AREAS OF RESPONSIBILITY
Policies and Strategies
•Director Human Resources partners with the AVP, Directors, and other Stakeholders, to develop, implement and monitor the HR strategy and policies for the AP Area •Actively promotes and contributes to the establishment of HR standards and baselines and the standardizations of HR policies and practices, to promote consistency throughout the Area •Develops and implements HR initiatives and strategies •Collaborates with the AMT and Headquarters (HQ) HR in ensuring a spiritually and professionally rewarding workplace; directly partners with the Director, Institutional Development •Provides HR support to the various National Offices and Branches Human Resources Management
•Acts as the primary manager of all HR activities for HFHI Local Hires (LH) and Global Assignees (GA) in AP •Ensures, taking into account the parameters of cross-cultural and national limitations, that all employment practices, compensation, employee benefits and HR programs are within the policies and processes established by HQ HR and compliant with local labor law in the various countries of operations •Manages HR staff; provides training and coaching as necessary in all aspects of the HR discipline •Works with Area VP and AMT in planning the annual Area personnel budget Recruitment and Staffing
•Manages and leads the recruitment, selection, screening and hiring of new HFHI LHs and GAs – in close coordination with HQ HR •Coordinates interview schedules and participates on interview panels •Manages the on-boarding of new HFHI staff •Ensures legal compliance with work permits and visas in coordination with HQ Staffing •Works with HQ Staffing and the AMT regarding the International Volunteer and Intern Programs Performance Management
•Ensures that the HFHI job planning and performance management system is established and implemented for both HFHI LHs and GAs in the AP Area •Assists management with job planning and performance evaluation process for AP staff •Ensures that job plans and performance evaluations are completed in a timely manner •Ensures employees have a development plan in place via the annual job plan process; Works closely with the AMT, Learning and Organizational Development in the AO and HQ Compensation and Benefits
•Ensures that job descriptions are developed for new positions and reviewed/revised for ongoing positions •Ensures that employee salary reviews for the AP staff are coordinated via global HFHI processes for GAs and LHs •Participates in local salary surveys for local hires as available and analyze results •Supports the administration of HFHI’s GA Handbook for GAs for the AP Area in coordination with HQ HR Communication
•Informs the AVP and Director, Africa/Middle East and International HR of all major HR problem areas, developments, and activities •Coordinates with the AMT regarding key HR processes, issues and concerns •Communicates all new policies/initiatives from HFHI HQ •Maintains relationship with other HR practitioners within and outside HFHI partnership
EDUCATION/EXPERIENCE REQUIREMENTS:
•Minimum 7-10 years’ International Human Resources Management Experience •Bachelor’s Degree (Human Resource Management or related discipline) •Demonstrated strength in organizational and leadership skills •Broad knowledge and experience in employment law, compensation, organizational planning, organization development, employee relations, change management, and training and development •Confidentiality is an absolute must for this position •Excellent knowledge of HR best practice, as it relates to INGO's and other international organizations •Ability to effectively communicate across all levels throughout the organization •Excellent oral and written (English) communications skills
PREFERRED EXPERIENCE A MAJOR PLUS:
