Job Title: Consultant – Emergency Finance Advisor
Location: London, DC
Reports to: RI HQ Chief Finance Officer
Duration: Estimated 10 working days during the month of May 2011
Travel: Not required
Remuneration: Max. €2,400 equivalent
Background:
Relief International (RI) is an organization committed to rapid response to sudden onset disasters and assisting the most vulnerable populations affected by humanitarian crisis. As such, RI’s Humanitarian and Emergency Response Unit maintains a cadre of experienced emergency response officers ready to deploy and lead disaster response teams and coordinate RI’s humanitarian response and programs from headquarters. RI’s Emergency Response Unit also coordinates preparedness planning, disaster risk reduction strategies and programs, and contingency planning with our global country offices. RI is implementing an emergency preparedness and response capacity building initiative in 2010/2011 and seeks an experienced finance consultant to adapt the existing RI finance manual for emergency operations. The consultant will also develop a series of basic training modules in powerpoint for pre-deployment and induction purposes.The consultant should review the statement of work below and submit a full proposal and cost bid no later than April 28, 2011.
Deliverables
- Abridge the existing RI finance manual for use in emergency contexts . All relevant policies and procedures should be retained. The emergency manual could be in the form of a series of “one-pagers” on key financial policies and procedures. This manual will be a key component of RI’s office-in-a-box for disaster response teams.
- Develop a brief training curriculum covering the key elements of finance management in emergency settings, including modules on payroll, cash management, budget management and control environment for emergency response finance staff. The training curriculum should include 30 to 50 power point slides, learning activity, and facilitator notes with tests for each module to show evidence of understanding.
- Review the existing RI finance manual and ensure that it incorporates all mandatory ECHO, EC and United Nations regulations.
QUALIFICATIONS & REQUIREMENTS:
• Holder of professional accounting qualifications (CCAB, CPA) with minimum 6 years humanitarian experience, including significant work with EC, ECHO, and United Nations donors.
• Minimum 5 years experience in a senior finance position with a humanitarian NGO..
• Strong understanding of humanitarian principles, emergency program finance management, and security management in high risk environments.
• Excellent writing and presentation skills.
