BACKGROUND: In order to advance its mission of serving communities impacted by conflict and displacement, the IRC is committed to developing innovative, context-specific programs in response to strategic funding opportunities with a range of government and multilateral donors. This new business development is led by the IRC’s Business Development Unit (BDU) in close collaboration with Regional and Country management structures, the IRC’s Technical Units and a range of headquarter specialists based in the USA and Europe. Specifically, the BDU assists with proposal development, partnership and donor negotiation. POSITION DESCRIPTION: As a team member of the Business Development Unit, the Senior Budget Officer will be responsible for developing and/or reviewing all competitive budgets for non-European donors ensuring compliance with relevant donor regulations. The Senior Budget Officer is expected to travel approximately 40% of the time.
RESPONSIBILITIES: • Support country offices responding to solicitations from non-European donors; • Travel to field offices, 40% of time, to take the lead in budget development in response to solicitations; • Write budget narratives; • Act as a reviewer for budgets and budget narratives submitted as part of competitive proposals; • Act as a focal point for regional and financial controllers regarding budgets for large-scale competitive proposals; • Advise field staff on how to structure budgets to enhance competitiveness; • Collect and submit materials to donors and partners, including Evidence of Responsibility, NICRA, Indirect rates and ceiling contracts; • Complete certifications and assurances; • Provide trainings to IRC staff (in field and headquarters) on budgeting for proposals, both with grants and contracts; • Represent IRC and liaise with partners, as needed; • Participate in special projects, as needed; • Other responsibilities as assigned by supervisors.
REQUIREMENTS: • Bachelors Degree in Accounting, Business Admin, or Finance. Masters Degree preferred. • Minimum 7 years progressive finance/budgeting experience in non-profit; • Previous work experience with U.S. Government grants and contracts; • Successful track record budgeting for large U.S Government proposals; • Proven knowledge of U.S. Government donors, World Bank, CIDA, AusAid, and others; • Excellent oral and written communication skills, including the ability to effectively and diplomatically negotiate with donors and partners; • Solid organizational skills; • Ability to work well under pressure in a fast-paced team environment and prioritize accordingly; • Strong interpersonal skills: the ability to work productively both independently and in a team environment; • Flexible work attitude and ability to meet unexpected demands; • Ability to travel; • Excellent computer skills: MS Word, Excel, Access, and email/internet software.
