Director, Field Budget and Finance Division, Untied Nations Department of Field Support
The United Nations seeks a dynamic, experienced senior manager to serve as the Director, Field Budget and Finance Division, Department of Field Support (DFS).
The Director provides strategic programme planning, budgeting and financial reporting services in support of UN peace and security operations around the world whose annual operating budgets collectively exceed $7.5 billion. She or he is a key member of the Under-Secretary-General for Field Support’s senior management team that is steering DFS through a major transformation of its support delivery model, which, when fully realized, will enable field missions in highly volatile environments to operate more efficiently and with strengthened accountability for the financial, human, physical and information and communications technology resources that have been placed under their stewardship.
To fulfil these responsibilities the Director leads the team that ensures United Nations peace and security operations are properly resourced and continuously evaluated for optimal financial performance; provides strategic advice to the Under-Secretary-General in matters of programme planning, budgeting, internal controls and risk management, and performance reporting related to field activities supported by the department; represents the Under-Secretary-General during General Assembly hearings on the financing of those field activities and in other fora; and supervises the implementation of a schedule of financial resource management reform initiatives that include establishment of shared financial services, implementation of IPSAS, and the roll out of a comprehensive ERP system.
In addition to an advanced university degree (Master's degree or equivalent) in management, finance, public and/or business administration, accounting, economics or a related field, the successful candidate will be a creative thinker with prior experience as a Director of Finance, Chief Financial Officer or Chief Operating Officer, or the functional equivalent, in the public or private sector with a proven record of effective leadership, team-building, and communication within a large organizational setting, an appreciation for the potential that lies in diversity, board-level exposure, highly developed technical competence in programme planning, budgeting and performance reporting within a GAAP-based accounting framework and an intimate knowledge of IPSAS.
