Senior Specialist (Labour Migration/ Migration and Development)

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. Context
Under the overall supervision of the Director, Department of Migration Management and direct supervision of the Head, Labour Migration and Human Development Division, the successful candidate will be responsible and accountable for providing guidance and strategic direction in the areas of labour migration and migration and development.
Core functions/ responsibilities:
  1. Establish IOM priorities and set the parameters for IOM’s strategic vision on labour migration and migration and development.
  2. Develop, promote, and provide global policy guidance and technical advice to governments and other partners on IOM’s approach to labour migration and migration and development.
  3. Support and strengthen expertise on labour migration and migration and development within IOM; provide technical oversight to Regional Thematic Specialists (RTS) and support Regional Offices (ROs) in their efforts to build capacities of governments and other key partners of the private sector and the civil society in labour migration and migration and development through training workshops and support in development of national policies and strategies on labour migration and migration and development.
  4. Keep the Organization abreast of global trends in labour migration and migration and development.
  5. Monitor and evaluate IOM activities in the area of labour migration and migration and development, and contribute to institutional knowledge management through gathering lessons learned and identifying and disseminating good practice, in coordination with the RO and RTS.
  6. Identify, promote, and foster strategic, technical partnerships globally in the area of labour migration and migration and development, in coordination with relevant Headquarters (HQ) departments.
  7. Prepare reports, briefings, presentations and informational materials on IOM activities related to labour migration and migration and development.
  8. Represent IOM in bilateral, inter-governmental and other globally relevant meetings as required.
  9. Liaise with Member and Observer States, International Organizations and other agencies, and where relevant media representatives.
  10. Perform such other duties as may be assigned.

Technical
a) Effectively interfaces with government officials of appropriate level on matters related to substantive migration issues and the work of IOM; b) effectively applies knowledge of migration issues within organizational context; c) correctly frames migration issues within their regional, global, and political context.
Desirable Qualifications and Experience
a) Completed Master’s degree in Political or Social Sciences, Migration Studies, International Relations and/ or Law from an accredited academic institution; b) eight years (or ten years for holders of an undergraduate degree) of operational and field experience in migration related issues; c) demonstrated expertise in the thematic area relevant to project development; d) experience in liaising with governmental authorities, other national/international institutions; e) knowledge or experience of regional issues an advantage.
Languages
Through knowledge of English. Working knowledge of French and/ or Spanish.
NOTE:
  1. The tenure of contract of staff members holding a regular contract will remain unchanged.
