POSITION TITLE: Deputy Chief of Party, Cambodia Anti-Trafficking in Persons (CTIP) Program LOCATION: Phnom Penh, Cambodia REPORTS TO: Chief of Party
GENERAL: Winrock International is a nonprofit organization dedicated to improving the lives of underprivileged men, women, and youth around the world. Our experience includes strengthening coordination and cooperation between government agencies and civil society to combat human trafficking; training future legal, social, and medical professionals to serve trafficking victims; increasing public awareness of the dangers of human trafficking at the community and national levels; and building the capacity of local NGOs to provide legal and psycho-social support as well as employment and entrepreneurship training to at-risk groups and trafficking victims. POSITION SUMMARY:
The Deputy Chief of Party (DCOP) will provide management and technical expertise to assist the Chief of Party in implementing a high-quality, results-oriented program to reduce the incidence of trafficking in persons (TIP) and protect the rights of TIP survivors in Cambodia.
Position is contingent upon receipt of donor funding.
ESSENTIAL RESPONSIBILITIES:
• Assist with overall management of project implementation, including financial management assistance, guidance in the development of work plans and strategies, input into project monitoring and evaluation, assistance in ensuring compliance with all USAID rules and regulations, and local staff supervision and development. • Provide technical assistance, support, and oversight to local partner NGOs. • Represent the project and Winrock to donors, local and national government entities, the media, local NGOs, and the local business community. • Coordinate the writing and compilation of quarterly reports. • Other duties as assigned.
QUALIFICATIONS:
• Minimum of five years of professional experience in a technical role implementing human trafficking, labor migration, and/or victim support services programs in Southeast Asia, preferably Cambodia. • Strong staff management and mentoring skills. • Significant project management experience and leadership. • Detailed experience with monitoring & evaluation and gender analysis strongly preferred. • Knowledge of USAID regulations, policies, and procedures or those of an equivalently complex international government funding organization. • Masters degree or higher in international development, management, social science, human rights, law, public policy or other related field of study. • Excellent written and oral communication skills in English required; Khmer skills desirable. • Computer literate in word processing, spreadsheet, and presentation software (Microsoft).
