Senior Adviser Statistics and Monitoring, P-5, New York Recent Vacancy 11 May 2011

Purpose:
The primary function of this post is to improve relevance, quality, availability and use of data and contextual information on children and women throughout UNICEF. The work focuses on the areas highlighted by the MTSP and for this post gives particular emphasis to mortality estimates. This function is carried out in collaboration with main institutional partners, academia, national governments and other organizations with expertise in these areas.
Qualification:
Advanced University Degree in one of the social sciences with statistics/epidemiology/demography; strong data manipulation and analysis skills.
Ten years of experience at national and international levels in demography, social/health and child survival statistics, household surveys, data analysis and other areas of applied statistics, information systems and data interpretation and use in sectors of concern to UNICEF. At least seven years of experience in technical cooperation work with developing countries in these areas.
Fluency in English required. Knowledge of another UN language an asset.
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Key Expected Results:
Data compilation and analysis
• Contribute to the development of UNICEF’s policies and strategies related to statistics and monitoring • Act as UNICEF’s main focal point for global, regional and country level monitoring of mortality estimates. Also act as the main focal point for other UNICEF related indicators related to children and women. • Leading role in interagency monitoring groups related to areas of interest to UNICEF • Exercise effective oversight on analyses and interpretation of data relevant to the assessment of the situation of children and women, including contributions to the UNICEF flagship publications, and other reports, as well as the preparation of peer reviewed journal articles. • Supervise the updating and maintenance of UNCIEF global databases • Represent UNICEF at international meetings and other fora
Capacity Development • Provide leadership in capacity building within the organization for evidence-based policy, planning, programming and advocacy. • Provide leadership in country level capacity building for monitoring in collaboration with regional and country offices.
Management • Be responsible for the overall development and establishment of the workplan, monitoring compliance, and providing support and guidance to make sure objectives are met. This entails oversight of planning, budget and human resources issues. • Supervise the day-to-day activities of staff in this area
Methodological development • Provide leadership in methodological development. • Contribute to the on-going improvement in data quality at the data collection sate, including through household surveys and routine reporting systems.
Data quality assurance and inter-sectoral linkages • Provide technical advice on reporting on the situation of children and women as required, including responding to ad hoc requests from senior management, partner organizations and others.
Data dissemination and advocacy • Devise innovative ways to best serve UNICEF’s in-house data and information needs at country, regional and global levels. • Advise on efficient and effective ways to prepare and disseminate products and provide input into making data, analyses and products accessible and available through different media.
