Policy work is vital to the delivery of Plan’s program development, program quality and program impact. Our aim is for policy to enhance the quality of our work and make us a ‘thought-leader’ in some critical areas at global level. The policy manager and the policy team will be the lead agents in Plan in the development of policy for the identified key strategic areas, setting the standards for the thematic areas and developing the operational strategy for the thematic area. In order to do so, the policy officers will work closely together with the technical experts and the program effectiveness experts in International Headquarters and thematic experts in Regions and National Organisations.
About the role •To lead the development of global policy in Plan, setting up processes to draft, consult on, publish and rollout policies as per the identified areas of priority and set the standards for policy development in general •Setting strategic priorities to deliver a range of high quality, timely policy documents that support advocacy, programmes and campaigns and set standards and thematic strategy for program delivery. •Guide and support the definition and development of policy documents •Work with the research and program effectiveness team to create a strong evidence base for Plan’s international campaigns and advocacy work •Ensure Plan policy is at a high standard in the sector – thought leadership •Support colleagues at all levels to adapt global policy •Clearly identified work plans for policy development •Written strategy to refresh/update existing policies and positions •Actively research agreed policy areas, including the collection, analysis and collation of policy and programmatic information from a range of sources, •Present high quality outputs in an appropriate format •A series of well written and argued papers based on Plan’s programme experience and supporting evidence from the Research Team •To develop, monitor, evaluate and report on the progress of policy work plans •Monitor policy debates in relation to Plan’s priority thematic areas and keep colleagues informed •To identify opportunities to promote policy work, in external and internal fora. •Support colleagues to adapt policy messages for use in the media, at events and for advocacy •Create links and networks within Plan and across the sector to help provide best analysis and practice •To represent or arrange representation for Plan on relevant NGO networks. •Present new policies within Plan
About you •Educated to degree level in order to demonstrate the ability to develop and communicate policy and theoretical concepts and to apply abstract ideas to practical solutions •Demonstrable experience of developing policy for a large and complex global organisation •Demonstrable experience of using policy for advocacy and influencing activities •Proven experience of creatively identifying and developing positions for influencing through advocacy •Understanding of child rights policy and international development programme practice •Experience in working in a development organisation, preferably at global level Experience of working and constructively participating within a multi-disciplinary team •Experience of establishing strong working relationships with colleagues from different functions and cultures •Proven ability to work independently, proactively identifying and addressing issues •Up-to-date knowledge and experience of data analysis techniques/packages, plus MS Office and Internet
Languages Excellent writing and editing skills in English are essential. An additional language (French or Spanish) is preferable.
Location and Travel The role will be based at Plans International Headquarters in Woking Surrey with International Travel
