PAKISTAN - Logistics Coordinator - Islamabad, May 17 2011 Vacancy


Solidarités International is a French humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 30 years the association has focused on meeting three vital needs - water, food and shelter - by carrying out emergency programmes followed by longer-term reconstruction projects. Whilst fully respecting the assisted populations’ customs and culture, Solidarités International’s programmes are implemented through the joint expertise of around 180 expatriates and 1500 local managerial staff and employees. Solidarités International is currently present in Africa (Central African Republic, Southern Sudan, Kenya, Somalia, Liberia, Chad, Democratic Republic of the Congo, Republic of Côte d’Ivoire, Zimbabwe), in Asia (Afghanistan, Thailand, Bangladesh, Myanmar) and in Haiti.
CONTEXT OF INTERVENTION
Scarred by conflict and buffeted by earthquakes and floods, Pakistan is a major recipient of aid. In 2010, unprecedented flooding affected 20 million people in Pakistan, a fifth of the population. On inspecting the damage, U.N. Secretary-General Ban-Ki Moon said the flooding was one of the worst humanitarian emergencies he had witnessed.
Solidarités International implements WASH activities in Sindh province. The current mission has been in operation since September 2010 and is positioned to grow and develop in the near future. Currently the mission has 14 expatriates and around 150 national staff.
OUTLINE OF POST
The Logistics Coordinator steers a mission’s logistical activities in order to ensure that Solidarités International in-country programmes run smoothly.
He/she implements Solidarités International's procedures and logistical tools, and ensures that they are properly used and adhered to.
He/she participates in defining Solidarités International’s mission strategy, in drawing up projects and in assessing the resources needed for Solidarités International activities.
He/she supports the Head of Mission in operational security management.
He/she is the point of reference for the mission and serves as the link between headquarters and the mission for all matters relating to logistics.
RESPONSIBILITIES
Supply management: • Analyze the purchasing environment at the national level and compile the purchasing environment analyses • Supervise the updating of price lists and supplier database • Monitor the purchasing procedures of Solidarités International and of donors • Draw up a procurement table during the proposal-editing process; establish purchasing timeline • Supervise procurements implementation • Ensure the respect of budget lines allocated to logistics • Draft calls for tender and contracts • Select suppliers and negotiate prices, deadlines and terms of delivery • Be aware of customs procedures and documentation in force in the country of intervention • Centralize durable equipment purchasing according to Solidarités International’s standards
Vehicle fleet management: • Scale the vehicle fleet according to activities • Monitor vehicle rental contracts • Supervise the planning and execution of maintenance and repair • Define the regulations relating to vehicles and personnel travel, and ensure that these are applied at all bases • Consolidate and analyze monthly fuel consumption • Implement a supply strategy for fuel, spare parts and consumables • Supervise the administrative management of vehicle documents
Equipment park / telecommunications management: • Implement a strategy for replenishing the park • Consolidate and update the condition of the mission park in real time • Scale the equipment park according to activity • Ensure that mission resources are adequately distributed • Scale a mission’s communication resources according to the field capacities and constraints • Be aware of current legislation relating to radio communications telecommunication equipment • Ensure that communication systems are properly installed, function well and are used correctly
Computer equipment management and monitoring: • Scale the amount of computer equipment needed by the mission • Implement a strategy for backups, data security and anti-virus updates • Ensure that the computer equipment is well maintained and used correctly • Offer technical assistance to the teams and organize training sessions
Stock management: • Consolidate and analyze monthly stock inventories • Ensure compliance with Solidarités International storage procedures and format usage • Ensure that monthly physical inventories are carried out • Consolidate the monthly valuation of donations for all mission programmes
Human resource management: • Scale the mission’s logistics department according to programme needs • Implement a logistics strategy and set team targets • Brief the logistics officers on arrival; train and support them in accomplishing their objectives • Appraise personnel under direct supervision and participate in performance reviews for mission’s logistics officers • Ensure good working and living conditions for all mission teams
Security: • Together with the coordination team, determine the resources required to ensure the teams’ security • Train teams in procedures relating to travel, communication and building security • Participate in updating security-related documents
Reporting / capitalization: • Consolidate, process and analyze monthly logistics reports from each base • Be an active participant in drafting proposals and donor financial reports • Centralize information on transport companies, distances, prices and methods • Transmit procurement files for completed programmes to HQ • Represent Solidarités International at coordination meetings relating to logistics • Act as the direct contact with headquarters for all matters relating to logistics
CANDIDATE PROFILE
Experience: - Bachelor’s Degree (or equivalent) in Logistics, Technology, or Management, or at least 2 years of experience as a Logistics Coordinator in an NGO or similar - Bioforce LSI - Experience in conflict/post-conflict contexts, preferably with experience in supporting emergency response - Team management skills - Knowledge of mechanics, radio and satellite communication equipment, and computers (hardware and software) - Thorough knowledge of Microsoft Office Suite - Computer maintenance and network set-up

CONDITIONS
Salaried post: from 1700 euros gross per month, according to experience, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 500 USD.
Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.
  • Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
  • Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 15-day period after six months spent on the mission (Solidarités will cover travel costs).
DURATION : 12 months, beginning as soon as possible.
