DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION The International Programs Department is committed to helping communities that have been uprooted by conflict or natural disasters to take control of their futures and rebuild and maintain healthy, prosperous lives for themselves and their families. ARC takes a cross-sectoral, integrated approach that fosters community and individual leadership and local solutions.
PRIMARY PURPOSE OF THE POSITION The Livelihoods Technical Advisor (TA) will provide expert technical assistance and strategic direction to country programs and HQ, resulting in development of high quality programming aimed at creating economic opportunities for people who have been displaced. Initially, the principle focus of the position will be on generating funding for ARC’s Livelihoods programs, including microfinance, village savings and loans programs, value chains, business skills training, micro-enterprise and market development. Over time, the emphasis of the position will shift to providing more direct technical assistance to field programs. Immediately, the Livelihoods TA will supervise and provide support to the CEOs of two microfinance institutions owned by ARC, Liberty Finance, based in Monrovia, Liberia, and Finance Sudan, based in Juba, South Sudan.
MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES
Program Development • Lead the development of ARC’s strategies for strengthening livelihoods programming globally. • Identify potential funding sources and write proposals to secure new grants. • Represent ARC as technical lead for livelihoods among donors and other stakeholders/potential partner organizations.
Supervision of Microfinance Institutions • Provide technical support to the staff of two ARC MFIs, aimed at increasing growth, impact, and profitability. • Support efforts to attract new sources of loan capital and operational funds. • Review budget projections and business plans.
Technical Assistance to Field Programs • Provide technical expertise to field staff in program design, implementation strategies, and work planning. • Monitor field program results and ensure cross-learning of best practices among field programs. • Conduct field visits and training programs to strengthen the quality of ARC’s livelihoods programs. • Develop tools for staff development and effective monitoring and evaluation of livelihoods programs.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED • Master’s degree in Business, Finance, Economics, or related field strongly preferred. • Minimum 3 years experience in livelihoods/micro-enterprise/micro-credit programming in developing countries. Experience in post-conflict settings strongly preferred. • Demonstrated program management experience in developing country or post-conflict settings. • Relevant experience with governmental and private donors within the sector; demonstrated success at resource development. • English fluency and training/presentation skills required. • Computer skills; word processing and spreadsheet software.
KEY BEHAVIORS & ABILITIES • Strong interpersonal skills and cross-cultural sensitivity. • Exceptional oral and written communication skills. • Ability to provide distance supervision and work effectively in an international team environment. • Position requires travel to field sites, approximately 30%.
