Scope: The Humanitarian Program Coordinator will provide overall leadership and strategic direction to the IRC’s engagement in humanitarian and emergency response programming, with specific responsibility for ensuring that standards for cash-based programming throughout IRC Afghanistan are developed and adhered to. Currently the IRC’s Humanitarian Programming provides assistance to populations in need in six provinces in east, southeastern, central and western Afghanistan.
Responsibilities: Strategic Planning, Design and Fundraising • Work in collaboration with Deputy Director of Programs and four Deputy Coordinators to provide leadership to the development and maintenance of a comprehensive needs based sector strategy for IRC Humanitarian Programming (HP) in Afghanistan. Work to ensure that all Humanitarian projects are designed with the spirit of this strategy incorporated. • Work in collaboration with the HP team and HQ based Technical Unit staff to ensure that programs are designed according to IRC and industry best practices, IRC program framework and Government regulations. • Develop and implement procedures for cash based programming within IRC Afghanistan across program sectors • Work in collaboration with the Deputy Director of Programs and the national Project staff to proactively identify opportunities for new HP initiatives and funding to support them. Through cooperation with the in country Grants team, and in close collaboration with the Finance Team, develop evidenced based and cost effective funding applications. To fulfill this goal design, secure funding for and execute research and needs assessments as required. • Where feasible participate in national forums that will inform the work of the IRC and contribute to the fulfillment of government objectives.
Program Quality and Implementation Management • Working in collaboration with the Partnership Coordinator, drive forward appropriate Humanitarian programming through the IRC’s engagement with Afghan civil society groups ensuring that partnership efforts target institutional capacity building as well as sub-granted service delivery. • Provide management oversight to all Humanitarian programming, ensuring that program implementation is on target against grant obligations. • Prioritize driving forward project planning and resource allocation processes to ensure that IRC initiatives are immediate and impactful. IRC assessments should be actioned within 48 hours of rapid onset emergencies and interventions should be launched within a further 96 hours. • Develop and ensure compliance with strong assessment, monitoring and impact measurement tools that result in sound need assessment and after-action reporting. Ensure that all appropriate reporting is shared with international and national humanitarian stakeholder organizations. • Provide updates on responses, displacement trends and humanitarian needs, to current and potential donors and interested stakeholders on an as needed basis.
Mentorship • Develop and implement an annual career and capacity building plan for national counterpart that is built on initial capacity assessments. The plan should not only include in service mentoring but also external training that will together address identified skill set gaps. • While assuring rapidity of response, prioritize approaching all tasks from the perspective of empowering and building the capacity of national staff • Provide oversight and supervision to HP Deputy Coordinator, ERD and EH and Cash for Work Deputy Coordinators, Food Security Manager and Assistant. • Provide peer mentoring to national Coordinators to ensure robust program planning and monitoring
This position reports to Deputy Director-Programs. The position directly manages seven staff (six national and one international) and oversees a program team of over 22 in six provinces.
Requirements: • Postgraduate degree in International Development, or similar relevant social science. • Excellent professional track record with at least three years of international management level experience within NGO leadership working in emergency / humanitarian program implementation within conflict or immediate post conflict environments. Successful experience working within a volatile security environment is a must. • Previous experience managing programs financed through US, EU, UN and private foundations, with previous within competitive RFA/P environments a plus
Specific Security Situation/Housing: In the changing context of Afghanistan, security is taken very seriously. Staff are required to communicate all movements, carry communications equipments at all times, and abide by curfew & location restrictions. International staff may travel by air to provincial capitals where IRC has field operations, but are not permitted to travel outside of provincial capitals. All international staff are based in Kabul and reside in IRC guesthouses which are staffed by IRC guards.
