Human Resources & Administration Manager


Women for Women International is a non governmental organization (NGO) with a Country Office in Baghdad Iraq and seven other countries around the world. Its mission is to provide women victims of war and other conflicts with tools and resources to move from crisis and poverty into stability and self sufficiency, thus promoting a viable civil society.
Women for Women International (WfWI) Iraq is seeking to fill a Human Resources & Administration Manager position, to be based in Baghdad with travel to field offices as required. This position is a member of the country office Senior Management Team, and reports directly to the Director of Finance and Administration. Candidates must be Iraqi citizens or third country nationals with valid work permit.
SUMMARY:
The Human Resources and Administration Manager will lead, direct and manage the day-to-day Human Resources and Administrative activities for the Iraq Country office. The HR&A Manager will provide oversight and guidance to the development and monitoring of processes related to recruitment and retention, compliance, compensation, benefits, training and development. The HR&A Manager is a member of the Senior Management Team and will provide strategic guidance on Human Resources to the office.
MAIN DUTIES AND RESPONSIBILITIES:
Recruitment and Retention:
  1. Develop and oversee a recruitment process that complies with organizational policies as well as applicable laws and regulations (to include; write and post job advertisements, screen CVs, conduct telephone screenings, coordinate interview teams, participate in interviewing candidates and ensure documentation is collected and recorded/filed.)
  2. Oversee all labor engagement for the Iraq country office, including all employees, consultants and temporary staff, and ensure compliance with local labor regulations.
  3. Manage the new hire orientation process to ensure that all new hire documentation is completed and processed and that all new staff is briefed on country office policies, procedures and ways of working.
  4. Oversee the exit interview process for employees leaving the organization and evaluate the data collected from this activity for retention purposes.
Compliance and Record Keeping:
  1. Annually review the Employee Handbook recommending amendments that may be needed due to changes in local conditions or labor laws.
  2. Maintain personnel and recruitment files ensuring accuracy and completeness.
  3. Develop processes that maintain confidentiality of employee personal data.
  4. Manage timesheets for office, ensuring timely submission, approval, accuracy, and filing.
    Compensation and Benefits:
  5. Monitor benefits and compensation administration ensuring internal equity and compliance with organizational policies and applicable laws.
  6. Participate in compensation and benefits surveys as directed by the Global HR Manager.
  7. Review proposed salary decisions for both regular staff and contractors; make recommendations to Management based on compensation guidelines.
  8. Oversee the employee leave administration ensuring compliance with applicable laws and adherence to organizational policy.
  9. Facilitate job analysis and update job descriptions.
    Payroll and Budget:
  10. Coordinate with Finance in the preparation of monthly payroll, ensuring that all staff changes are correctly noted (new hires, terminations, promotions, salary changes, etc) and compliance with national tax and labor regulations.
  11. Review employee final payments for accuracy and compliance with labor laws.
Administration:
  1. Ensure an accurate and up to date filing system for the country office.
  2. Ensure that office supplies and materials are available and replenished as needed.
  3. Ensure all travel and hotel arrangements for staff and visitors, including visas and work permits as applicable.
Training and Development and Performance Maintenance:
  1. Evaluate the need for employee training and development and recommend training programs to Senior Management and the Global HR Manager.
  2. Oversee the coordination and implementation of annual performance reviews, ensuring that each employee receives the required review and documentation is placed in employee files;
  3. Oversee the probation period for newly hired staff and ensure that required documentation is completed and filed.
Employee Relations:
  1. Work with senior management to resolve employee relations issues pragmatically.
  2. Investigate employee relations issues and forward issues to the headquarters office when necessary and maintain documentation on all employee relations issues.
  3. Work to ensure human resources related decisions are consistent and fair.
SKILLS AND QUALIFICATIONS:
• Minimum of 7 years relevant work experience in the field of human resources.
• Master’s Degree or equivalent post graduate qualification in human resources or related discipline, or equivalent combination of education and experience.
• Must be willing to travel to the field and to our sub-office.
• Must be familiar with country specific laws and regulations governing Human Resources.
• Ability to work with managers to assess complex issues pragmatically.
• Excellent written and verbal English and Arabic is required.
• Strong understanding of confidentiality as it relates to Human Resources.
• Must be fully proficient in MS Office, including Word, Excel and Outlook.
