DUTIES:

Provides advisory services and directs accounting and payroll activities in USAID missions worldwide. Reviews and analyzes data; develops strategies, analytical models, and methodologies; and provides assistance and advice on financial issues. Develops, oversees, manages, and evaluates financial policies and/or procedures for improved resources management.

Designs, implements, monitors, and evaluates programs that encompass a range of activities to support financial analysis and financial operations functions in USAID missions. Plans and/or accomplishes special projects.

Ability to communicate in writing to a variety of multi-cultural organizations.
Ability to manage projects in a multi-cultural team environment.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Applicant must demonstrate the levels of experience, education, and training as follows:
A CPA certificate and a relevant Bachelor's degree plus seven to ten (7-10) years of relevant experience; OR a CPA certificate and a Master's degree in a relevant major plus five to six (5-6) years of relevant experience; OR a CPA certificate and a Ph.D. in a relevant major plus three to five (3-5) years of relevant experience
Relevant majors are Accounting, Business Administration, Finance or Public Administration or Management.
Relevant experience is defined as professional work of a fiscal, financial management, auditing, accounting, or budgetary nature. Regardless of relevant degree, applicants must have successfully obtained the CPA. College transcripts from an accredited college or university and a copy of the CPA certificate are required to be attached to the application.

Financial Management Officers direct the accounting and payment operations in USAID missions worldwide. In addition, they provide significant levels of advisory services to all levels of the mission and host country governments.
