DUTIES:
The incumbent will serve as a Democracy Specialist( Governance Strengthening). Supports agency-wide activities within the democracy and democracy development area by providing technical expertise on policy and programming issues including reviewing and analyzing data; developing strategies, analytical models, and methodologies; and providing assistance and advice on issues relating to governance strengthening programs, particularly in the areas of anti-corruption and public accountability, local government and decentralization, legislative strengthening, policy reform and implementation, public administration and management, or public sector institutional reform. QUALIFICATIONS REQUIRED:
KNOWLEDGE, SKILLS, AND ABILITIES:
Demonstrated skill in accessing, designing, managing, implementing, monitoring, and evaluating governance programs that strengthen partner country governance systems, particularly in the areas of anti-corruption, local government and decentralization, legislative strengthening, policy reform and implementation, public administration, and government accountability and transparency in development assistance contexts.
Demonstrated skill in establishing and maintaining effective working relationships with a variety of stakeholders of different backgrounds, including partner country government officials, while pursuing governance programs that strengthen partner country governance systems, particularly in the areas of anti-corruption, local government and decentralization, legislative strengthening, policy reform and implementation, public administration, and government accountability and transparency.
Demonstrated ability to effectively represent in meetings, conferences, official forums, and other such international gatherings, with representatives of other governments, bi-lateral and multilateral organizations, development partners, partner countries, and international organizations; and to help develop policy positions for these meetings among different stakeholders on issues of governance assistance that strengthen partner country governance systems, particularly in anti-corruption, local government and decentralization, legislative strengthening, policy reform and implementation, public administration, and government accountability and transparency.
Demonstrated knowledge of, and ability to effectively communicate, key principles, concepts, research and policy on governance strengthening, particularly with respect to anti-corruption, local government and decentralization, legislative strengthening, policy reform and implementation, public administration, and government accountability and transparency in development assistance contexts.
ADDITIONAL REQUIREMENTS:
Demonstrated extensive work experience acting as a technical advisor or consultant on international assistance programs in multiple countries relating to governance strengthening in one or more of the following the areas: anti-corruption and public accountability, local government and decentralization, legislative strengthening, policy reform and implementation, public administration and management, or public sector institutional reform.
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are providing expert analysis and advice on complex program issues; managing special projects for major office or program issues of broad impact; or managing special cross cutting initiatives or task force groups to accomplish programmatic goals.
