The successful applicant will be offered a fixed-term appointment of one year limited to the Special Tribunal for Lebanon (STL). Any subsequent extension(s) are subject to terms of the Tribunal’s mandate and/or the availability of the funds. The Special Tribunal for Lebanon is an international inter-governmental organization with its own independent legal identity and not a UN organization. However, STL follows the UN common system for benefits and entitlements to its staff members. UN staff members may also serve on loan from their parent department/office, if selected.
RESPONSIBILITIES:
Within the limits of delegated authority, the Associate Analyst is responsible for, but not limited to, the performance of the following duties: Perform as instructed by the Analyst; Produce analysis reports as required; Collect, collate and synthesize multi-sourced data, particularly data in Arabic; Participate in the acquisition and analysis of general intelligence and evidence; Participate in field activities; Collect evidence, ensuring that the necessary evidentiary chains are established and maintained; Collect, develop and exploit leads; Assist in the interviews of suspects, witnesses or victims; Work as part of a multi-disciplinary investigative team; provide analytical support to the Investigation Division on matters requiring working knowledge of Arabic. Perform other duties as required.

Skilled in the use of specialised analytical software such as iBase. . QUALIFICATIONS:
Education: A university degree, ideally Middle Eastern studies, Arabic and Islamic studies, Political Science, or related fields. Relevant professional training courses provided by law enforcement or intelligence may also be accepted in lieu of tertiary qualifications.
Work Experience: At least 4 years of experience in the acquisition and assessment of information or evidence related to political or security issues in the Middle East and experience working in cooperation with security agencies. The experience should include one or more of the following areas of expertise: terrorism, politically motivated crimes and assassinations, organized crime and major crimes, homicide, and crime scene management and evidence collection. International experience is an asset. Knowledge of the Middle East is an asset. Possession of an advanced university degree in a relevant field may be considered in substitution of years of experience.
Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post fluency in oral and written English is required and working knowledge of Arabic is required. Knowledge of the other language(s) will be considered an asset.
Other Skills: Training and experience in the use of specialized analytical software will be a definitive advantage.

Scope: The Deputy Director of Operations plays a key role in the leadership and management of IRC Iraq’s program support departments, including Safety and Security, Human Resources, Administration & Logistics and Information Technology. He/she is responsible for ensuring quality program support services according to IRC principles and donor guidelines and that these services are completed in a timely manner and within budget.
Reporting to the Country Director and serving as member of the senior management team (SMT), the Deputy Director Operations is expected to contribute to organizational strategic thinking, planning, and overall coordination efforts. This position has close working relations with the Senior Program Coordinator, Finance Controller and Grants Manager as well as other program and region-based staff.
Responsibilities: Program Design • Support the program staff in developing high-quality project proposals and budgets that include operational realities and requirements.
Human Resources • Verify that human resources policies and procedures are documented, disseminated and consistently applied across the country program. Ensure that compliance monitoring processes are developed and effectively implemented. • Through collaboration with HR and program staff, ensure that each team is staffed appropriately according to need and funding availability. Ensure that IRC Iraq’s staff recruitment is executed efficiently, through transparent, rigorous and soundly-justified procedures; and in compliance to national labor law and IRC policy. • Work with the country and field offices to implement effective orientation, staff training programs, and initiatives related to staff retention and nationalization strategies to maximize use of staff capacity and resources.
Administration & Logistics • Verify that admin & logistics policies and procedures are documented, disseminated and consistently applied across the country program. Verify that relevant donor logistics and procurement policies are consistently applied. Ensure that compliance monitoring processes are developed and effectively implemented. • Assist the Admin & Logistics staff in developing and managing appropriate coordination mechanisms to ensure that all operational units are interacting well with each other, at the Country Office, across different field sites and with the Regional Unit, GPU, and other support entities. • Assist logistics staff in working effectively with other units to improve planning and resource utilization. Work with program staff to ensure procurement planning and identification of operational support needs.
• In collaboration with the Finance Controller and Deputy Director Programs, ensure systems are streamlined between HR, Admin & Logistics, Finance and Programs. • Provide input to the Country Director on potential areas of concern related to operations spending and effectiveness of in-country reporting and planning systems. • Ensure full proactive involvement of key processes with the finance department including budget versus actual report input and necessary information for operational budget accuracy.
Information Technology • Verify that information technology (e.g. Security and Communications Policy, IRC Blogging Policy) policies and procedures are documented, disseminated and consistently applied across the country program. Ensure that compliance monitoring processes are developed and effectively implemented. • Support the IT staff to provide effective IT services and support to the Country Office and across different field sites.
Personnel Management • Provide supportive guidance and supervision to the Security, HR, Admin & Logistics and IT staff. Provide appropriate and timely feedback regarding their performance, including timely implementation of the annual staff performance management system. • Clearly define the training needs of direct reports and ensure they are able to access training and personnel development resources appropriate to their needs.
Safety and Security • By delegation of the CD, exercise authority over safety and security in the field based on the IRC Global Security Policy (article 14). • Manage all aspects of the management of safety and security for the IRC in Iraq, including ensuring that the program has current, adequate and effective security management plans on file and that the plan is revised regularly. • Collaborate with the Regional Safety and Security Advisor in assessing country program safety and security requirements and monitor security conditions, advise/inform the CD, staff, the RSSA on security phase changes, response measures, procedures and contingency planning. • Review all reports related to safety and security incidents and conducts analysis of all incidents. • In collaboration with the HR/Admin department in country, ensure that all IRC personnel, dependants, IRC and non-IRC visitors receive an orientation on security from their respective Security Manager within the first 72 hours of arrival in the country program. • Serves as the IRC lead on liaison with other agencies NGO, UN agencies, and national authorities as necessary on matters regarding security and safety of staff.
Coordination & Representation • Serve as an active member of the country program’s Senior Management Team and occasionally deputize for the Country Director when he/she is out of the country or on leave. • Ensure proactive communication with the Regional Unit, NY and UK offices as appropriate.
Qualifications: • Postgraduate degree in Business Management or relevant technical field preferred with a minimum of five years progressive management and leadership experience • Experience managing a large country team with a diverse portfolio; knowledge of major donors (including USAID/OFDA/PRM, ECHO/EC, DFID, UN Agencies) • Excellent leadership, people management, interpersonal and negotiation skills and a demonstrated ability to develop harmonious teams in cross cultural context. • Strong diplomacy skills. Ability to establish good working relationships with partners, donors and other stakeholders in a sensitive environment. • Sense of humor, discretion, flexibility and patience. Project Summary:
In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC). On this five-year support services project, MSI is providing monitoring, evaluation, and data verification services to the USAID’s Program Office and Technical Teams on all of its projects throughout Pakistan. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism. IMEC is headquartered in Islamabad, and is establishing small offices in Peshawar and Karachi.
Position Summary: Under the guidance of the Senor Program Advisor and the Regional Relationship Manager, Monitoring Coordinators are responsible for managing, coordinating, and implementing discrete monitoring and evaluation activities of USAID-funded programs and projects. This includes designing assignments, managing and implementing fieldwork (e.g., key informant interviews, focus groups, rapid surveys), data quality assurance, analysis and report writing. Through observation and simple analysis of reported data, the Monitoring Coordinators will identify and convey concerns they have about performance or reporting to IMEC staff and USAID.
Monitoring Coordinators are the primary point of contact between USAID’s partners and IMEC in a given technical area or region. They will work closely with other staff members, including IMEC Relationship Managers who are the primary liaisons between USAID’s Technical Teams (e.g., health, education, agriculture) and the project. Monitoring Coordinators are required to develop an in-depth understanding of assigned USAID programs and projects. Overall Responsibilities The Senior Technical Advisor (STA) is responsible for providing technical assistance aimed at strengthening pharmaceutical systems , supply chain management or pharmaceutical services in developing countries, and providing technical leadership to Global TB initiatives and partners. Specific Responsibilities
  1. Provide technical support to core and country portfolio managers and to country staff in the conceptualization of pharmaceutical management activities at the global, regional and/or country level, consistently with SIAPS objectives.
  2. Lead and participate in activities aimed at pharmaceutical sector assessments, options analysis, operations research, and strategic planning ensuring that findings, recommendations and plans are all consistent with USAID objectives and host government priorities.
  3. Provide technical support to SIAPS country teams in the implementation of planned activities and in the review of portfolio deliverables ensuring quality of products.
  4. Participate in human resource capacity assessments in the pharmaceutical sector and collaborate with the Capacity Building and Performance Improvement Unit to develop country specific capacity building strategies.
  5. Develop training materials, and participate in the planning and delivery of pharmaceutical management training programs aimed at building the capacity of pharmaceutical cadres and training institutions.
  6. Collaborate with the CPM Systems Analysis and Software Products Unit for the development, deployment and implementation of appropriate tools necessary to improve pharmaceutical management information systems and their appropriate use for decision making.
  7. In coordination with the M&E Unit, support portfolios for the establishment of mechanisms for collecting relevant data to their established indicators. Also participate in SIAPS program review activities and provide adequate recommendations.
  8. Support Portfolio Managers and Principal Advisors in the adequate documentation and dissemination of program results and lessons learned including the development and submission of abstracts and articles to scientific journals and conferences.
  9. Supervise assigned Technical Advisors and/or Technical Associates ensuring the adequacy of their performance and their continuous professional development.
  10. Participate and represent SIAPS and CPM in meetings with USAID, and with national and international partners and collaborators.
  11. Contribute to the business development of CPM and participate in the development of proposals as needed. Qualifications • Medical degree is essential, with a public health degree preferred. • Specialized training and/or experience relating to pharmaceutical systems, manual and electronic management information systems, supply chain management or pharmaceutical services. • Relevant experience in international public health particularly in the implementation of TB prevention, care, and treatment, management of National TB programs, and experience in Programmatic Management of Drug Resistant Tuberculosis (PMDT) • Experience with programs supported by bilateral agencies such as USAID and international agencies such as WHO and World Bank preferred. • Ability to write lucid technical reports and documents in English is required. • Competence in use of word processing programs required, and experience with spreadsheets and database applications strongly preferred. • Interest in and experience managing and supervising technical staff. • Proficiency in French, Spanish or Portuguese is desired, as are languages of other USAID-supported countries. • Strong organizational skills with the ability to handle multiple tasks simultaneously; excellent interpersonal skills and ability to work effectively in a team spirit. • Ability and availability to travel internationally 30% of time or more.

The USAID | DELIVER PROJECT is a worldwide program managed by John Snow, Inc. and funded by the United States Agency for International Development (USAID). DELIVER strengthens the supply chains of health and family planning programs in developing countries to ensure the availability of critical health products to customers.
The Logistics Advisor, Malaria is the point of contact with the USAID regional mission and is responsible for overseeing the planning, implementing, and monitoring of USAID | DELIVER PROJECT Task Order Malaria technical assistance activities in the Greater Mekong Sub-region (GMS). Responsibilities include providing logistics technical assistance for strengthening routine and ad hoc supply chain activities for a range of commodities for malaria prevention, diagnosis, and treatment throughout the GMS. The Resident Logistics Advisor, Malaria works under the direction of the Senior Technical Advisor. The position is based in Bangkok, Thailand.
RESPONSIBILITIES • Contribute technical input into the design and implementation of assessments of routine malaria commodity supply chains and health logistics systems to identify resources and gaps in key areas including: - Warehouse Management - Transportation resources - Human resources - Quantification - Inventory management - Logistics management information - Monitoring and evaluation - Financing - Health systems regulatory and policy environments • Participate in the development and implementation of workplan activities, and reporting on the status of their implementation. • Provide technical expertise to stakeholders and partners for the collection and analysis of information to assist with annual national quantifications and procurement planning of commodities for malaria prevention, diagnosis and treatment with the goal of avoiding potential stock outs. • Contribute to the writing of routine semi-annual and annual reports. • Any other duties as assigned

QUALIFICATIONS • Master’s degree in public health, pharmacy, business administration or a related field • A minimum five years’ progressively responsible experience in public health –in Thailand, Cambodia, Burma or other GMS country context. This is to include experience in activity design, program planning, budgeting, and monitoring and evaluation, preferably in health care supply chain management. • Experience with malaria commodity selection, procurement, monitoring, supply chain issues and use in developing countries. • A comprehensive knowledge of the concepts, principles and management of infectious disease issues in Asia and the strategies, techniques and the practices most effective for their implementation • Experience with using the information from assessments to identify, design, and implement interventions to improve supply chain processes and procedures. • Demonstrated ability with Microsoft Office, including databases, spreadsheets and presentations; and ability to learn new software packages. • Demonstrated ability to work to cultivate and maintain a wide range of contacts and work collaboratively and effectively with multiple partners • Ability to communicate and report in concise written and spoken English in a professional and competent manner. • Demonstrable strong quantitative and analytical skills • Demonstrated flexibility to effectively manage more than one activity at a time, work calmly, tactfully and effectively under pressure. • A proven ability to work remotely as part of a team and to be self managing • Authorization to work in Thailand DESIRED SKILLS, KNOWLEDGE & EXPERIENCE • An understanding of infectious disease epidemiology and programs in mobile populations and cross-border settings is desirable • Ability to communicate effectively in at least one GSM language is desired
