Project Engineer (Grade Equiv. P4), Thursday 22, September 2011


Context:
The objective of the planned three year Management and Care of Irregular Immigrants Project Phase 2 (MCIIP2) is to strengthen and enhance Indonesia's capacity to manage irregular migrants intercepted in Indonesia. Project components will seek to:
• provide for improved residential accommodation for refugees in Batam and improved quarantine facilities in Balikapapan and Jakarta for intercepted irregular migrants taken into custody by Imigrasi; and
• strengthen guidelines together with associated trainings for the management and care of such persons in accordance with international human rights standards and relevant international obligations. In coordination with the Project Manager, MCIIP2 and the overall guidance and responsibility of the Deputy Chief of Mission in Jakarta, the successful candidate will be responsible and accountable for project site supervision, planning, project controls, monitoring and reporting functions of the civil and structural work activities relevant to IOM projects in Balikpapan, Jakarta and Batam, Indonesia.
Core functions/ responsibilities:
  1. Be responsible in the planning, project controls and field supervision of project works.
  2. Coordinate all technical design, construction, quality, interfacing issues with IOM project management team including technical design supervision consultants, contractors, suppliers and stakeholders under his/her area of expertise.
  3. Prepare detailed refurbishment and implementation plans for each of the three sites which clearly set out cost estimates, activities, milestones, implementation phases and timeframe.
  4. Develop a detailed overall project refurbishment programme and timeframe spanning the three sites.
  5. Develop a detailed and clear risk management plan for the refurbishment project taking account of the local operating environment, challenges working in an immigration quarantine environment, and any local issues relevant to each site.
  6. Ensure compliance with all relevant IOM guidelines.
  7. Oversee the Quality Assurance (QA) / Quality Control (QC) monitoring of all project work activities during construction, i.e. materials / products are factory tested (FAT) and site tested (SAT), overall testing and testing and commissioning, and through substantial completion / handover of the project.
  8. Supervise with special attention the primary security and fire protection element of the project activities and ensure compliance with national standards.
  9. Prepare reports as needed on the status of project. Prepare and maintain daily site diary report on project team performance as well as periodic reports on the status of the project; ensure the document controls of work related records.
  10. Participate in and contribute to project level coordination meetings with consultants, contractor and stakeholders.
  11. Ensure that document controls are well maintained for internal project audit.
  12. Assist in the overall review of progress payment application by contractors for work completed conforms to the design intent, specifications and method statements.
  13. Interface with local municipalities concerning any problem generated during the course of implementation of the project.
  14. Report any project difficulties/problems in construction process and activities, along with possible solutions to these problems, to Sr. Programme Coordinator.
  15. Undertake duty travel as needed to assist with analysis of scope of works and bills of quantity on refurbishment work under the Imigrasi Quarantine Support project.
  16. Perform such other duties as may be assigned.

Desirable Qualifications and Experience
a) completed advanced university degree from an accredited academic institution in Engineering with a combination of relevant trainings if necessary, and field experience working in Indonesian project related environment; b) eight years (or ten years for candidates with first level university degree) project supervision and project coordinator experience; c) experience in liaising with governmental and local authorities as well as with international institutions; d) sound knowledge of project management planning, evaluation and project controls; e) good knowledge in local Indonesian SNI codes and standards.
Languages
Thorough knowledge of English. Working knowledge of Bahasa or other language(s) spoken in the region, an advantage.
