Deputy Chief of Party/Team Leader for Local Development


Pact seeks a Deputy Chief of Party (DCOP)/Team Leader for an anticipated five-year, USAID-funded project to promote local governance in Nepal’s Eastern Terai. Recruitment is contingent upon successful award of the project. The DCOP/Team Leader will work directly under Pact’s Chief of Party/Team Leader and share the responsibility for: day-to-day implementation; managing national staff; developing and maintaining good working relationships with host government officials, civic participation organizations, local community-based organizations, and other stakeholders; and providing technical assistance and direction to the program. Specific Duties and Responsibilities: The Deputy Chief of Party/Team Leader must demonstrate dynamic leadership and a spirit of flexibility, adaptability and collaboration under challenging conditions. Specific responsibilities fulfilled in collaboration with the Chief of Party/Team Leader may include: • Oversee program implementation and logistics for all components of the program including rapid roll-out; supervision of day-to-day field office activities; and working with the COP to manage field staff, subcontractors and consultants. • Spend at least 40% of his/her time in the Eastern Terai field office. • Provide technical support in at least two of the following areas: community stabilization, community development, alternate dispute resolution, decentralization, and/or local governance. • Oversee grants and financial management and procurement; • Supervision of program monitoring, evaluating, and reporting; • Serve as a Pact liaison to USAID and partners in the field, including Village Development Committees (VDCs), government officials and community leaders. • Coordinate with appropriate stakeholders in all aspects of project planning, monitoring, and implementation; • Perform other duties as assigned; • Perform all work safely and maintain a safe working environment. Qualifications: • Demonstrated experience in project implementation and management; • Strong English language skills; preference for candidates with Nepali or other South Asian language skills. • Experience with monitoring and evaluation best practices preferred; • Previous exposure to a diversity of local governance and capacity building interventions; • Subgrant management experience; • Experience working on a USAID-funded project. • Experience working on community development and local governance projects in Nepal. • Nepali national strongly preferred. Education and Experience Requirements:
• Advanced degree in relevant field; • 7-10 years progressive experience in activities related to local governance, community development and capacity building;
