Project Description:

Abt Associates IEG Division is currently accepting CV’s for Chief of Party and Deputy Chief of Party Positions for our ADAPT proposal. The purpose of this Contract is to implement ADAPT, which will address capacity and information needs of eligible governments in the Asia region in accessing climate change adaptation funds and accelerating investments in initiatives that increase resilience to the negative impacts of climate change.  The Contractor awarded this contract will be responsible for implementing the tasks described in the statement of work below.  The impetus for this program stems from the critical importance of addressing the impacts of global climate change (GCC), and in particular the capacity and financing needs of the regional governments. Performance of this contract shall take place in Bangladesh, Cambodia, India, Indonesia, Laos, Maldives, Mongolia, Nepal, Philippines, Sri Lanka, Thailand, Timor-Leste, and Vietnam.

Positions Descriptions:

Chief of Party

The Contractor shall appoint a Chief of Party (COP) who will have overall responsibility for program performance, management, and operations; overall achievement of programmatic results; and timely completion of deliverables.

Qualifications:

• Exceptional managerial and operational experience in international development, preferably experience in managing complex, multi-national/regional activities involving coordination with multiple program partner institutions. 
• Subject matter expertise in global climate change, climate change adaptation, climate change funding mechanisms, development assistance, and capacity building is recommended. 
• Exceptional written and oral communications skills in English.
• Familiarity with the political, social, and cultural context of working Asia is a strong plus.
• The COP must be a U.S. national.
• 15 Years of Relevant Experience 

Deputy Chief of Party

The Contractor shall appoint a Deputy Chief of Party (DCOP). The DCOP will be responsible for program management, administration, and operations, including personnel management, performance management systems, financial management, and timely completion and submission of all program deliverables.

•  Relevant work experience, including experience with a contractor or international NGO managing an office or program.
• S/he must have a direct knowledge of performance evaluation and monitoring systems.
• The candidate should have a strong understanding of both the Contractor’s and USAID’s policies and procedures in regards to financial management, financial reporting, procurement processes, and systems.
• The candidate will also possess the following demonstrated experience: a minimum of five years of previous or current management, preferably in overseeing multiple program areas simultaneously; hiring, training and supervision of local personnel; financial management including budgeting; tracking, reporting and accounting of finances and procurement.
