INDIAN PREFERENCE: Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). Duties

Additional Duty Location Info:

NOTE: If the position is filled at a lower grade level, subsequent promotion to the next grade level will be processed without further competition under the Merit Promotion Program at such time as performance and qualification requirements are met and classification review discloses the duties being performed properly warrant classification to the next higher grade level.

SUMMARY OF DUTIES:
  • Establish and maintain mail log, assign due dates and control numbers and follow up to ensure timely responses.
  • Assists in creating an automated document management system to convert existing files and maps to the system.
  • Responsible for proper arrangement, description, maintenance, disposition of administrative records.
  • Prepare responses to routine FOIA and Privacy Act inquiries.
  • Maintain branch library and fill gaps in extisting collection by obtaining additional materials/subscriptions.
  • Develop a tracking system to maintain a log of pending appeals, controlled correspondence and FOIA/Privacy Act requests.
  • Review appeals from actions and decisions by field offices, assemble administrative records and prepare decision document.
  • Review environmental assessments, cultural property surveys, contaminant surveys, and resource management plans for official comment.
  • Review and make recommendations to proposed amendments to tribal charters, constitution, ordinances, and resolutions on realty matters.
  • Coordinate requests for title reports or title encumbrance documents with appropriate agency, title company, or personnel at Land Titles and Records Office.
  • Prepare and edit real estate transaction documents or forms for execution, acknowledgement, and recordation.
  • Assist in the development of scopes of work, funding agreements, and program performance standards for new contracts/compacts or revision.
  • Monitor self-determination contracts and self-governance compacts for consistency with guidelines.

Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

EXPERIENCE AND EDUCATION REQUIREMENTS:  OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0901.

GS-11:  1 year of specialized experience equivalent to the GS-9 grade level OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

GS-9:  1 year of specialized experience equivalent to the GS-7 grade level OR master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) to perform successfully the duties of the position, and is typically in or related to the position to be filled.



SUITABILITY, CLEARANCE & REQUIREMENTS:  A background security investigation will be required for all new hires.  Appointment will be subject to the applicant’s successful completion of a background security investigation and favorable adjudication.  Failure to successfully meet these requirements will be grounds for termination.

OTHER:  Incumbent is required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver’s license is required.  Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.

  • Ability to Compile Data and Measure Program Performance and Workload, Respond to Audit Reports/Investigations, Trust Reviews, Congressional Inquiries and Ad Hoc Requests
