Women’s Organization Technical Assessment Short-term Consultant Position
Background
In September 2011, DRL awarded a 2 year grant to Internews for the “Innovative Tools to Enhance the Monitoring of Women’s Rights in Provincial Afghanistan” project. The objective of the project is to improve provincial human rights monitoring in Afghanistan by (i) enabling Afghan women-focused human rights organizations/ institutions to use innovative media technology for monitoring, tracking and advocacy around rights violations including SGBV (sexual and gender-based violence) cases and (ii) to use radio programming and journalism training to create a more conducive environment for the work of these organizations to inform women about their rights and how to report violations. The activities include: consultation with provincially based women-focused human rights organizations; the development of appropriate, innovative tools; the provision of training and grants to encourage uptake of tools; provision of training and support to track and conduct advocacy around SGBV cases; the evaluation and dissemination of lessons learned; and work with journalists to
report more effectively on women’s rights.
Purpose
The purpose of this assessment is to provide a benchmark on existing innovative media technology and tools used to track/monitor women’s rights violations and in particular SGBV cases by women’s rights organization in Herat, Jalalabad, Kabul, Kandahar, and Mazar-i-Sharif. The aim is to assess the technical capacities of local organizations to adopt innovative tools; recommend what innovative media technology is most appropriate and develop implementation plan for introducing tools.
Objectives
The objectives of the consultancy are:
•To review and document what tools/methods/approaches are currently being used to track and monitor women’s rights cases (especially SGBV) by local women organizations in Herat, Jalalabad, Kabul, Kandarhar and Mazar-i-Sharif.
•To conduct a technical capacity assessment of selected local women-focused human rights organizations to adopt new tools to assist in the effective monitoring of women’s rights cases.
•To assess where more effective monitoring could be supported through the adoption of new tools (gap analysis).
•To review experience of use of innovative tools in women’s rights monitoring in other similar cultural contexts and review lessons learned in order to identify what may be adapted to the Afghan context.
•To provide recommendations on innovative media technology and tools that may be applicable to promote better reporting of human rights violations including SGBV.
Methodology
•The consultant will be required to prepare questionnaires for interviews to be conducted by telephone (outside Kabul) or in person. Possible interviewees could include:
•AWN and AWAC members working on SGBV issues in Afghanistan
•MoWA/ DoWAs and UN agencies working specifically on SGBV data collection and documentation
•MMC managers
•Afghan-based technologists including universities, SMS and online developers, telcos
•Other key informants including the innovation lab participants.
•A de-briefing for Kabul staff, donors and other interested parties will be held at the end of the period in-country.
The consultant will be assisted and supported by the DRL project team for this assessment.
Workplan
This schedule for this assessment is: 15 days total with 10 days in-country conducting interviews and collecting materials and 5 days writing final report. The assessment is planned from 01- 15 February 2012.
Deliverables
A final report of max 15 pages in length addressing all the points outlined in the objectives.
Qualifications
•5+ years experience in the field of ICT and/or innovative media technology including similar assessments
•Knowledge and work experience in programs focused on women’s rights in particularly associated with violence against women preferred
•Knowledge of Afghanistan desirable
•Excellent written skills.
