SUMMARY
Internews Europe recently renewed a European grant aiming at improving freedom of expression, media diversity and access to information through new media in a selection of closed and transitioning countries. In this perspective, Internews Europe is looking for talented professionals committed to put their expertise at the service of a fast growing and
exciting programmatic area. The ICT Project Manager will be a full member of the project team, providing technical professional guidance in and supervising the implementation of, the ICT activities of the project. The full-time, paid position is based in London and might require international travel.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following - other duties may be assigned: Under the supervision of the Project Director:
• Implementation of project activities:
o Be the primary technical interface between the Internews project team, implementing partners (in the target countries, Europe or the US) and all consultants and services providers in the project’s activities
o Oversee choice of technology platforms and development of software and hardware systems as appropriate and in agreement with Internews Europe’s Head of Innovation and Technology; equipment purchase will include procurement procedures in accordance with IEU and Funder’s policies
o Participate in the implementation of a multi-language online platform including eLearning, support management, Q&A etc.
o Participate in the implementation of an online citizen engagement platform including info visualisation and mapping, social media aggregation and video generation
o Plan and coordinate the developments and/or running (several of them are already on-going) of ICT projects, drive them to completion ensuring the use of project management best practices at all stages (risk management, anticipation of bottlenecks, code review if ability to, documentation, etc.). This includes:
-Workplan design and establishing of deadlines -Research and briefing of relevant external resources (developers, service providers, experts -Writing and update of specifications -Liaising with all team members around each ICT project (graphic designer, content producers, translators, programmers, security developer) -Testing: design and execution of test plan against functional requirements -Design and implementation of performance indicators, including statistics, to evaluate performance -Identify, select and hire relevant resources (experts, developers, …)
o Manage external service providers and consultants, partners on the ICT aspects
o Actively monitor and evaluate progress against the project’s initial objectives
o Contribute to the team’s reporting effort periodically, according to Funder’s requirements
o Regularly revise workplans and project orientation with the Project Director
• Coordinate with related ICT components of related projects:
o Coordinate development, feedback gathering and support provision with other ICT Project Managers on common or related components,
o Liaise with Head of Innovation and Technology, ICT Project Managers and Project Directors to ensure global coherence of strategy, delivery and impact across Internews Europe activities.
• Stay abreast of ICT innovations and challenges:
o Maintain a thorough knowledge of media and ICT environment, and a general understanding of the challenges and opportunities facing projects’ stakeholders in the target countries (security, non-latin fonts, etc…)
• In partnership with the development team, participate in Internews’ development effort in the
ICT field:
o Carry out research as required in the field of ICTs
o Collaborate with the writing of proposals if needed/required
o Represent Internews at external events including meetings, roundtables and conferences with officials, partner organizations and other stakeholders
REQUIREMENTS
Necessary (must have all)
• English fluent
• 8+ years’ experience + strong methodology
• Experience working in international development
• Proven track record of web project management skills including managing release schedules, writing technical specifications and documentation in English
• Excellent knowledge of web site design and usability, as well as modular online platforms
• Track record in using Agile methodologies (Scrum, Kanban) to manage web application projects,
• Track record in using Continuous Integration systems for web development.Excellent knowledge and practical experience of cloud computing architectures (IaaS, Paas)
• Willingness to travel
• Ability to work in team, to plan for flexibility at a program design level, and to handle change is essential
• Ability to follow-up, report and M&E activities
• Mastering of:
o Web technologies such as: PHP/MySQL, HTML5/CSS, Javascript and XML, Flash
o CMSs (Drupal, SPIP) and Open sources technologies at large
o Mobile phone issues
o Security issues (including on Social Media platforms), encryption
o eLearning and online support solutions
o Server administration, Systems and Network architecture and operations (Puppet, Chef).
o Bulk mailing solutions, CRM
• Experience in participating and/or leading Open Source community projects
• Ability to communicate effectively with technical and non-technical business owners to get things done
Desirable (must have at least two of these, but the more, the better)
• Media experience (e.g. at least three years working for a news content provider, regardless of medium)
• Other language a plus in particular Chinese, Russian, Arabic, Farsi
• Solid knowledge in (and proven track record a plus):
o Online advertising
o Viral marketing
o Social media, networking sites, microblogging, content aggregator
o Advocacy and awareness raising
o Open source collaborative projects such as Wikipedia
• Familiarity with the challenges linked to the use of non-latin fonts
• Management experience
• Ability to present and represent Internews in international meetings in English
PHYSICAL DEMANDS and WORK ENVIRONMENT
The physical demands described here are representative of those that must be met or may be encountered by an employee performing the essential functions of this job. The employee must occasionally lift and/or move up to 50 pounds when lifting or moving equipment between seminar sites, loading equipment onto airplanes, buses, etc. While performing the duties of this job, the employee is occasionally exposed to fumes or airborne particles, outdoor weather conditions, and extreme heat. Many cities where the duties of this job are performed have less than adequate ventilation and/or electric facilities, lack hot water, heat, gas. The noise level in the work environment is usually moderate.
