Chief of Party, Kazakhstan

Chief of Party, Kazakhstan
ACDI/VOCA is currently seeking an experienced Kazakh professional to be proposed as Chief of Party for the USAID Central Asian Republics Business Connections project in Kazakhstan, which will build the capacity and competitiveness of Kazakh SMEs through their modernization and expansion. The project will organize trips for visiting lecturers from the United States to Kazakhstan; carry out study tours for select Kazakhstani SME managers to the United States; and build the capacity of the Entrepreneurship Development Fund’s (DAMU’s) web portal to serve as a business resource for SMEs. The project will be based in Astana, Kazakhstan, and is expected to last two years with an anticipated start date of September 2011. The position is contingent on ACDI/VOCA being awarded the program.
Responsibilities: • Supervise project staff based in the program office in Astana • Liaise among the project partners, USAID/CAR, the Kazakh government entities, and other local partner groups • Write scopes of work for short-term business advisory consultants, in conjunction with a local training partner • Supervise selection process for study tour participants • Facilitate the technical assistance and preparation needs for study tour participants prior to their travel to the United States • Support and report on the study tours as needed • Oversee the Public Relations Manager who will be tasked with building the capacity for DAMU staff and their web portal • Prepare and submit reports as required by USAID • Report to ACDI/VOCA headquarters staff on project requirements and results
Qualifications: • Kazakh nationality required • University degree in business administration, international trade, economics, or a related field required • Master’s degree in business or public administration highly desired • Eight years’ experience working in business support services or enterprise assistance • Strong knowledge of USAID rules and regulations • Excellent communication skills • Expert in leading diverse and broad teams and building consensus • Strong English language written and oral communication skills are required
