Program Manager II - Management Quality Coordinator


Position Title: Program Manager II - Management Quality Coordinator Location: Afghanistan, Herat Req. #: I439
Background: CRS/Afghanistan is soliciting CVs for the position of Management Quality Coordinator to be based in Herat, Afghanistan. Since 2002 CRS has carried out development and emergency relief efforts in Afghanistan with a focus on rural livelihoods through diverse programs, including education, agriculture, watershed development, and water and sanitation. CRS has two main offices in the country; Kabul and Herat and two principal sub offices in Chaghcharan and Bamyan. Since 2006, the country program has experienced a period of substantial growth in terms of the program portfolio and staffing. While the overall MQ systems are sound, regular review and upgrading of systems is required. CRS currently employees over 450 national staff and 15 international staff spread across the CP. Reporting to the Country Representative based in Herat, the MQ Coordinator will be responsible for overseeing all aspects of management quality for CRS/Afghanistan to ensure efficiency, efficacy, and accountability. Against this background, a key component of this position will be developing the professional capacity and skills-development of national staff in the areas of human resources, procurement, administration, operations, and finance. The MQ Coordinator will also manage relations and communication on MQ issues with CRS/HQ and the region.
Specific Responsibilities: 1. Work as a member of the Country Senior Management team in decision making on key management issues and in pursuing the Agency, Regional and country strategy. 2. Supervise the Head of Finance and staff with responsibilities for countrywide IT, Operations, and Human Resources functions.
3. Provide leadership, support, and guidance to human resources, procurement, administration, operations, and finance in all offices, through coordination with Heads of Offices. 4. Liaise regularly with Baltimore departments and regional MQ staff on finance and MQ issues.
5. Review the country program’s various administration, finance, procurement, and human resource policies and procedures to ensure integrity of systems across the CRS offices in Afghanistan, and assure compliance with CRS, government, and other applicable standards.
6. Work with the Head of Finance and assist program managers with financial and budget management, cost allocation, and compliance.
7. Review all leases, employment contracts, service contracts, and other relevant contracts/agreements to ensure compliance with CRS and local laws and regulations. 8. Work with the IT Officers in the various country program offices to ensure that internet and communication systems are uniformly designed and structured, and functioning optimally, and upgraded as necessary.
9. Review the country program’s human resource systems, procedures, and structures to assure compliance with CRS practices and systems, transparency and accountability with regards to new hires, feedback/complaints procedures, staff care, salary/COLA surveys, and related issues
10. Develop a comprehensive capacity building and learning strategy for administration, finance, HR, IT and procurement staff. 11. Provide guidance to all staff on performance planning and management, career development, coaching, and performance assessments.
12. Attend security-related meetings and briefings provided by ANSO, UN and others as necessary, monitor trends and advise the CR.

Internal: Country Representative, Kabul Representative, Head of Finance, Heads of Herat, Chaghcharan, Bamyan Offices, Head of Programming, Program Managers, Support Managers
External: Afghan Government representatives, Legal advisors, security service providers, CRS/HQ, NGO partners, and donors occasionally.

Qualifications: 1. Masters in Business Administration, Public Administration, Economics, or related field 2. A minimum of 3-5 years’ experience in management, finance and administration,
3. Excellent knowledge of Sun Systems, computer skills, including MS software: Word, Excel, and Outlook 4. Strong interpersonal and team-building skills and the ability to interact well with a diverse team of staff. 5. Demonstrated qualities of leadership, cultural sensitivity, confidence, initiative and good judgment 6. Ability to operate with a cool head within an intense working environment 7. Fluency in English 8. Excellent coaching and mentoring skills
