Education & Health Programme Policy Advisor. Job Vacancy. 10, MAY 2011

Education & Health Programme Policy Advisor £34,710 - £42,750 Oxford
Finding lasting solutions to poverty means putting together the strongest development programmes possible. Helping to raise the profile of Essential Services within Oxfam and shaping our strategy for the future, you’ll increase access to quality health and education in countries right across the world.
The role Working closely with the Head of Social Policy and Governance, you’ll develop and drive an improved strategy, having a huge impact on Oxfam’s approach to health and education in countries affected by poverty. It means taking lessons from campaigns and programmes already in place all over the world, and combining them with your knowledge in this area to define a more effective comprehensive strategy including campaign and advocacy dimensions going forward. And liaising with our teams on the ground, you’ll go on to support them in their delivery. What’s more, with the bigger picture in mind, you’ll share the improved strategy with global programme managers – helping to keep every country aligned and making sure everyone is pulling together to reach the same wider goals.
What we’re looking for You’ll need experience of policy work from local to international level and an understanding of development financing, as well as budget analysis at the national and sub-national level, leading to advocacy campaigns and specific policy asks. With your extensive advocacy experience, you’ll be more than confident when influencing national policy in this area, regarded as a key part of your work. But as well as operating at a strategic level, you’ll need to have worked with people on the ground. The nature of the role means you’ll need some flexibility with regard to travel. Fluency in Spanish, Portuguese or French would be a definite plus. But no matter what languages you speak, you’ll ideally be able to draw on your gender programming experience, keeping women’s rights at the forefront of your thinking at all times.
About Oxfam A simple, inescapable truth underlines everything we do at Oxfam. There’s enough wealth in this world to go around. It’s not unfortunate that people live in poverty. It’s unjustifiable. It’s not just their problem. It’s ours too. And with the right support, we can beat poverty and injustice. Thousands of people already commit their time and talents to our campaigning, humanitarian and long-term development projects. Now we’re looking for yours.
