Counterpart International is seeking a Director of Civil Society Strengthening for the 3-year USAID funded Initiative to Promote Afghan Civil Society (I-PACS II). With direction from the Chief of Party and designated Counterpart HQ staff, the Director of Civil Society Strengthening will be responsible for programmatic oversight of all organizational development (OD), training and capacity building activities. The Director will be responsible for maintaining technical excellence in our capacity building activities with partner Intermediary Support Organizations (ISOs), Civil Society Support Centers (CSSCs) and Civil Society Organizations (CSOs) and oversee the expansion of I-PACS II’s national civil society network. This includes providing OD support and technical assistance to all ISOs, CSSCs and CSOs. The Director will oversee the I-PACS II capacity building department and train and mentor the staff in Counterpart’s latest organizational development methodologies.

Duties and Responsibilities: 
Through close collaboration with the Chief of Party and designated Counterpart HQ staff, the Director of Civil Society Strengthening will:
• Manage the civil society strengthening component of I-PACS II.
• Provide technical knowledge about capacity building and organizational development to Afghanistan program staff and relevant ISOs, CSSCs and CSOs.
• Train, mentor and supervise civil society strengthening department in different aspects of capacity building and OD of key implementing partner organizations.
• Lead the process of assessing the needs and providing training and technical assistance for key implementing partners to increase institutional sustainability.
• Ensure the program’s training materials meet the broader organizational development goals.
• Identify additional internal and external resources for capacity building and OD.
• Propose and oversee administrative and logistical aspects related to OD and capacity building activities.
• Contribute to the development of annual workplans, performance monitoring systems and tools, and writing of progress, quarterly and final program reports.
• Coordinate with Counterpart’s Director of Finance and Administration on all the issues related to organizational development for financial sustainability and financial management.
• Coordinate with the Monitoring and Evaluation (M&E) department on all OD-related M&E activities and performance indicators.
• Coordinate with gender department in order to integrate gender framework into OD development activities.
• Advise I-PACS senior management on strategic needs and approaches to OD.
• Other duties and responsibilities as assigned.

Qualifications:
• Strong management, leadership and team building skills required.
• Minimum of eight years of international development experience, including specific technical expertise in CSO strengthening/capacity building.
• Minimum of three years experience working in Afghanistan, Central Asia or South Asia with an understanding of the current capacity of CSOs in the region strongly preferred.
• A Masters Degree in International Development, Public Administration, Non-profit Management or a similar field.
• Excellent public speaking and writing skills in English
• Language skills in Dari and/or Pashto preferred.
• Advanced computer skills, especially advanced use of MS Office.
