Project Description: In an effort to expand democracy and governance work in Latin America, IFES is seeking highly qualified individuals with election and other democracy experience to join our roster of technical experts. Applicants should have vast experience in managing complex electoral technical assistance project financed by USAID and/or EU. Job Responsibilities: •Assist host country governments to plan and conduct free and fair electoral processes. •Provide expert guidance and advising on voter registration, capacity building, vote counting, developing effective mechanisms to prevent voter fraud, political parties, and election logistics. •Design and implement public information campaigns aimed at increasing voter registration and participation. •Maintain and expand relationships with existing local partners in governmental and non-governmental sectors as well as with other stakeholders. •Ensure timely execution of project activities within allocated budget. •Implement program initiatives through approved work plan. •Develop new strategies and ideas based on local conditions. •Implement staffing plans and policies. •Provide regular, high-quality programmatic and financial reports. •Track and monitor financial expenditures and project budgets.
Qualifications: •Candidate must be fluent in both English and Spanish or French. •University degree in education, law, or relevant discipline or advanced education/certified training in procedures and training techniques and strategies, government, politics, journalism, or equivalent professional experience as a technical writer •Minimum 10 years of relevant and progressively responsible professional experience in procedures, training, technical writing, and/or management of procedures and training teams •Minimum of 10 years of experience in electoral administration, vote-counting systems and processes, political party governance structures, civic education campaigns, and elections in legislatures with proportional representation •Proven track record with democracy and governance programming in developing countries •Experience in election planning and operations in a conflict-based environment •Familiarity with monitoring and evaluation methodology •Excellent interpersonal/representational skills •Familiarity with the international donor community and experience as an action-oriented interlocutor with democracy-development actors at all levels – grassroots to the highest national and international levels •Experience with USAID Regulations and the implementation of USAID-funded project activities and experience in proposal writing, budgeting, and liaising with donors Preferred Attributes: Successful candidate will be able to demonstrate the following attributes: • Team player • Diplomatic • Leader and Mentor • Creative and Flexible • Problem Solver To Apply: You must go to http://www.ifes.org/ to the Careers section and apply online.
