Manager, International and Movement Relations Unit, Job Vacancy, Tuesday 6, December 2011


The Manager of the Relationship Management Unit will provide strategic leadership, coordination and management of the Relationship Management Unit.
In close coordination with zone RM coordinators, RM colleagues in Geneva as well as technical departments, he/she will ensure that RM activities led by the Secretariat are compliant with the cooperation principles established by the FWRMS and related rules of engagement.
The Relationship Management Unit is part of the Strategic Partnerships and International Relations department. The Relationship Management Unit works together with the zone resource mobilization coordinators in Africa, Americas, Asia Pacific, Europe and Middle East North Africa, to form a global resource mobilization team. The mission of the team is to support the implementation of the Federation-Wide Resource Mobilization Strategy (FWRMS), enabling all National Societies to maximize their income opportunities and thereby to realize the strategic aims of Strategy 2020. The FWRMS has three goals: 1) maintain leadership in resource mobilization for emergencies; 2) grow non-emergency income; 3) increase resource mobilization capacity of National Societies. The Strategic Partnerships and International Relations Department supports the implementation of the FWRMS by: - Leveraging the international organization status through effective relationship management and strategic partnership; - Developing a donor-centric approach through an effective knowledge management system and tools; - Promoting a culture of stewardship and accountability through quality and tailored reporting; - Strengthening the resource mobilization function in National Societies through effective training/skill sharing and strategic RM development.

The incumbent is a part of the Staff Welfare team whose mandate is to develop and implement a range of psychosocial strategies aiming to address the psychosocial well-being and welfare of UNHCR personnel worldwide. The role of the Staff Welfare Officer/Social Worker is to: a. ensure that the social aspect of the psychosocial well-being is well covered at the individual and policy/strategy level of the Staff Welfare Section's work. b. provide counselling and facilitate social action for UNHCR employees and their family members.
In order to ensure good case management, the Staff Welfare Officer/Social Worker should develop close contacts with different parts of UNHCR, such as Personnel Administration and Payroll Section (PAPS), Legal Affaires Section (LAS), Medical Service, Staff Council (SC), Ombudsman, Field Safety Section (FSS), Emergency Preparedness and Response Section (EPRS), Inspector General's Office (IGO), etc.
The Staff Welfare Officer/Social Worker works on the basis of the professional code of ethics, within which professional integrity and confidentiality are amongst the highest requirements.
Establish and maintain good contacts with the UN bodies (Mutual Insurance, Association of Retirees, Sickness Insurance etc.) in order to be up to date with their social policies as well as to alert UNHCR when such policies have a specific interest for UNHCR staff.
Maintain regular contacts with the Swiss Cantonal Authorities (Swiss Mission, Office Cantonal de la Population, etc.) as well as the relevant French authorities in order to maintain up to date knowledge about their policies related to the UNHCR staff legal status in Switzerland and France (domestic helpers, extended families residence status, humanitarian cases, retirement rights).
Regularly keep in contact with the professional associations in the area of social work and psychosocial care for the staff to maintain up to date knowledge and skills in this discipline.
The Staff Welfare Officer/Social Worker is a member of the Network of the UN system Staff/Stress Counsellors, which gathers counsellors of other UN agencies. Networking within this circle, professional exchange and mutual support is strongly encouraged. The Staff Welfare Officer/Social Worker may occasionally be required, in coordination with the Chief, Staff Welfare Section, to provide support to the humanitarian staff of other UN agencies/NGOs.

Main duties/ Responsibilities:
Provide strategic direction to Senior Management on all aspects of HR planning: • Develop and implement a strategy on career and skills development including succession planning • Develop GAVI’s performance management processes that links to rewards and recognition • Enhance employee engagement through periodic surveys, 360 degree feedback and other initiatives to ensure an employer of choice environment • Other strategic and/or organizational development initiatives as required by Senior Management and/or the GAVI Board

Qualifications:
Academic: • Advanced University degree in a relevant discipline with specialization in Human Resources Management or related field.
Work experience: • A minimum of 12 years of progressively responsible professional work experience in strategic Human Resources Management and Development, some of which is at the international level in both private and public sectors and which includes experience at a senior management level.

Senior Clinical Advisor - Swaziland Job Vacancy, 17, October 2011


Under the direction of the Country Director, the Senior Clinical Advisor will provide technical assistance, support and supervision to the ICAP multidisciplinary teams and the ICAP supported regional teams to implement and improve the quality, utilization and scope of HIV/AIDS and TB care and treatment services with an emphasis on family centered and decentralized care. The Senior Clinical Advisor will provide direct technical support to the National ART office to strengthening HIV and TB care and treatment services and plan for and implement sustainable strategies that will allow ICAP to hand over support to the Ministry by 2014.
DUTIES AND RESPONSIBILITIES:
  1. Provide direct technical assistance and supervision to the ICAP multidisciplinary teams and the regional teams supported by ICAP. Such assistance might include supporting their integration into the Regional Health Management Team, training/mentoring in facilitative supervision using ICAP’s Clinical Systems Mentorship model and providing direct technical support for their work at the facilities.
  2. Support the Technical Director in providing technical direction and strategy for ICAP Swaziland programmes. Support strategies to improve pre-ART services in collaboration with all key stakeholders.
  3. Provide direct technical assistance to the National ART office. Such support might include helping to set up a national system for Pre-ART service delivery; support training of nurses and doctors for HIV/AIDS service delivery; Liaise with Data and Research Analyst to support operations research and quality improvement; helping to set up a national ART providers mentorship system.
  4. Support the strengthening, development and management of clinical systems related to HIV/AIDS service scale-up including improved use of information, adherence support, and referral systems.
  5. Support and conduct training of site support teams at the regional level, multidisciplinary teams at the ART centers to improve facilitative supervision of clinics.
  6. Evaluate ongoing programs, and participate in the subsequent development of new and/or expanded programs for the care and treatment of HIV/AIDS and TB.
  7. Support the development or refinement of materials related to HIV/AIDS care and treatment, including clinical guidelines, protocols, algorithms, drug formularies, training materials, and monitoring and evaluation tools.
  8. Work closely and in collaboration with other partners to maximize partnership strengths and effectively collaborate to implement program goals.
  9. Draft monthly reports and other reports as necessary to document program achievements and challenges.
  10. Represent the International Center for AIDS Care and Treatment Program-Swaziland before Swazi government officials and partner organizations, as necessary.
  11. Exhibit a positive and professional demeanor in and outside of the workplace that exemplifies and furthers the mission, vision and values of the program.

MINIMUM QUALIFICATIONS:

BACKGROUND:
The Inter-Agency Standing Committee (IASC) Secretariat carries out substantive tasks on: (a) humanitarian coordination and liaison among 17 IASC members (UN and non UN humanitarian agencies) on key humanitarian issues, (b) advocacy and information management on key inter-agency humanitarian issues, (c) monitoring and reporting of humanitarian trends and of implementing decisions stemming from inter-agency meetings and (d) provision of technical and policy support to IASC Task Forces.
ORGANIZATIONAL SETTING AND REPORTING RELATIONSHIPS:
The Information Technology Officer Title position is located within Inter-Agency Standing Committee (IASC) Secretariat, Office of The Director, United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) Geneva.
RESPONSIBILITIES:
Within delegated authority, under the supervision of the Chief of the IASC Secretariat, the incumbent will be responsible for the following:
Work together with the IASC Secretariat in further developing and implementing the web components of the IASC communication strategy; Work with the IASC Secretariat to develop the specifications for the IASC website to move the site to SharePoint; Develop the concept for a specific survey to assess the use of the IASC website; In close consultation with IASC Secretariat colleagues create systems to enable: Updating information on static pages of the IASC website; Preparing mock pages about revised page designs for review by the IASC Secretariat; Uploading documents on the IASC website; Populating pages of the IASC Subsidiary Bodies in collaboration with the IASC Subsidiary Body Chairs; Regular updates of the calendar on the IASC website; Strengthen information management systems to enable the Secretariat to monitor humanitarian developments throughout the world and through careful information analysis;Fulfil other tasks related to management of the ASC website, Information Management and Communication and other related tasks requested by the Chief of the IASC Secretariat.

LANGUAGE: For this particular post fluency in English (both oral and written) is required; Knowledge of another UN official language is an advantage.
