Project Summary:
In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC). On this five-year support services project, MSI is providing monitoring, evaluation, and data verification services to the USAID’s Program Office and Technical Teams on all of its projects throughout Pakistan. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism. IMEC is headquartered in Islamabad, and is establishing small offices in Peshawar and Karachi.
Position Summary: Under the guidance of the Senor Program Advisor and the Regional Relationship Manager, Monitoring Coordinators are responsible for managing, coordinating, and implementing discrete monitoring and evaluation activities of USAID-funded programs and projects. This includes designing assignments, managing and implementing fieldwork (e.g., key informant interviews, focus groups, rapid surveys), data quality assurance, analysis and report writing. Through observation and simple analysis of reported data, the Monitoring Coordinators will identify and convey concerns they have about performance or reporting to IMEC staff and USAID.
Monitoring Coordinators are the primary point of contact between USAID’s partners and IMEC in a given technical area or region. They will work closely with other staff members, including IMEC Relationship Managers who are the primary liaisons between USAID’s Technical Teams (e.g., health, education, agriculture) and the project. Monitoring Coordinators are required to develop an in-depth understanding of assigned USAID programs and projects. They will work closely USAID’s partners and key stakeholders to identify where activities are occurring and the relevant stakeholders and beneficiaries for obtaining data related to monitoring assignments.

Responsibilities: • Under the guidance of Senior Program Advisor and Regional Relationships Manager, Monitoring Coordinators will work alongside Relationship Managers allocated to specific USAID programs/ sectors; • Ongoing review of program documents related to assigned USAID programs;
• Work with the Regional Relationship Manager and other IMEC staff for identifying the key performance questions and parameters for monitoring and comparing it to targets; • Assist in the development of data collection plans, data collection instruments and schedules;
• Collect and collate project data; • Undertake primary data collection, including interviews and focus groups;
• Manage data collection efforts of sub-contractors, including ensuring the adequacy of data collection instruments, feasibility of data collection plan, timely collection of data (including surveys), and quality of data collected; and • Together with IMEC staff analyze the field data, as required, and develop draft monitoring reports in English for submission to USAID.
Qualifications: • At least a Bachelor’s Degree in social sciences, development, economics, statistics or related field; • A minimum 5 years of work experience in a relevant professional field; • Demonstrated experience in data collection using qualitative methodologies; • Experience in working with different types of organizations; • Ability to multi-task and work under intense deadlines; • Excellent English communication skills (writing and speaking); • Fluency in Urdu is required; knowledge of regional languages a plus; and • Proficiency in Microsoft Office software
S/he must have: • Good understanding of monitoring processes for development projects, with a focus on participatory processes, joint management, and gender issues; • Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders; and • Leadership qualities, personnel and team management (including mediation and conflict resolution);

SCOPE OF WORK: The Senior Livelihoods Coordinator will be responsible for the strategic leadership and development of IRC Pakistan’s economic recovery and development (ERD) programs, working in close collaboration with senior program management and livelihoods project staff. S/he will play a key role in the direct technical oversight and monitoring of program activities and staff in field sites and serves as key technical liaison on economic recovery programming, including food security program issues, with relevant local authorities and in sector coordination forums. S/he will be involved with short term emergency and longer term resilience-building programs. The Senior Livelihoods Coordinator reports to the Deputy Director Program Implementation (DDPI).
RESPONSIBILITIES: Strategic Leadership • Work closely with senior program management staff and Livelihoods Coordinators in KP and Sindh in strategic planning and program development for livelihoods and food security programming in emergency and early recovery situations. • Develop/update the Livelihoods strategy for IRC Pakistan in consultation with Country Director, Director of Programs and other senior program management staff as well as senior ERD technical staff in the region. • Assist the country office in assessment of humanitarian needs in the areas of economic and livelihoods recovery in Pakistan, as needed and in coordination with other Senior Coordinators as necessary. Lead assessment process, including planning and reporting, to determine capacities and ERD needs of affected communities. Program Quality • Responsible to ensure that IRC Pakistan ERD programs meet stated objectives within the timeframe and on budget • Ensure IRC Pakistan ERD programs demonstrate adherence to recognised best practises and international and national standards, including SPHERE. • Ensure the development of detailed program logframes, workplans, and monitoring tools and support their implementation in coordination with SPCs, Deputy Director Programs Design and Quality, Grants Unit and Livelihoods Coordinators • Liaise with other relevant IRC Pakistan staff on cross cutting issues in program design and implementation (e.g. Gender Advisor/Deputy Gender Advisor for gender mainstreaming, Partnership Advisor for working with local/national NGO partners or Senior Protection Coordinator for protection issues ) • Assist in the development of budgets, procurement and spending plans and conduct a monthly review of expenditures to ensure efficient budget management and donor/IRC compliance • Conduct regular field visits to verify quality and progress of ERD project interventions and provide technical guidance and advice • Ensure technical quality and accuracy of program reports • Review all technical designs, feasibility reports, assessment reports, with Livelihoods Coordinators and Deputy Coordinators • Ensure adequate and timely reporting on program activities to all donors, program partners and IRC staff Staff Management & Leadership • Ensure recruitment of qualified Livelihoods program staff to complete program objectives and activities of specified grants • Provide technical oversight of Livelihoods Coordinators, through regular feedback and guidance through coaching sessions and interaction in the field. REQUIREMENTS: • Masters level qualification in the following topics or related subjects: Development Economics, Development Studies, Social Development and Sustainable Livelihoods, Agriculture and Rural Development. • 5 to 7 years of experience in leading/managing economic recovery, food security or livelihood initiatives with NGOs and INGOs, including the design and implementation of cash transfer programming. • Strong knowledge of economic recovery emergency standards (Sphere) • Strong leadership, management, planning, analytical, interpersonal, and communication skills • Ability to live and work in stressful and insecure environment • Able to work under pressure and good at timely decision making • Excellent written and spoken English • Competent in Microsoft Office and Outlook • Knowledge and/or experience in disaster risk reduction, conflict management, climate change adaptation or other related fields • Excellent professional approach and strong team building skills • Excellent understanding of ERD issues across a breadth of emergency and recovery contexts • Strong coordination and confident representation skills Specific Security Situation/Housing: The security situation in Pakistan remains fluid and unpredictable. The fertility rate in Pakistan, and its implications for the health of Pakistani women and children, poses one of the greatest public health challenges in the world today. Some estimates suggest a population of over 300 million by 2050. PSI/Pakistan and Greenstar Social Marketing (GS) operate one of the largest developing-country private sector reproductive health networks in the world, with more than 7,000 providers. GS alone accounts for over 25% of Pakistan’s entire Family Planning market, yet unmet need and birth rates suggest staggering opportunities for more impact. Greenstar clinics and pharmacies deliver comprehensive, affordable, quality reproductive health products and services to millions of low-income people throughout the country. In addition to the delivery of family planning products and services, Greenstar has introduced other health initiatives in nutrition supplementation and tuberculosis treatment.
PSI seeks entrepreneurial, results-driven candidates for the position of Technical Advisor in Pakistan. The position will be based in Karachi and reports to the PSI Country Representative. The Technical Advisor for Health Services will be responsible for providing programmatic support to family planning and maternal child health programs within Greenstar.
RESPONSIBILITIES:
•Advise Greenstar on all technical and operational aspects of delivering health services, including GS’s long-term strategy;
•Improve the quality and productivity of the Greenstar private provider network by building Greenstar’s capacity in management and implementation;
•Ensure the success of Greenstar’s demand-side financing programs for family planning and safe delivery;

QUALIFICATIONS:

•5+ years in management and/or clinical practice; management of public health programs or franchising programs preferred;
•Exceptional interpersonal skills;
•Excellent English language written and verbal skills;
•Proven success in management of complex operations in a developing country context;
•Experience establishing and managing a social franchise;
•Strong understanding of RH issues, especially around IUD and Post-Abortion Care;
•Experience or expertise on TB, nutrition, and/or safe water/diarrheal disease an asset;
•Preferred experience with monitoring and evaluating public health interventions.

Project Manager Shelter, 20, October 2011


With approximately 300 staff members, NRC Pakistan has nine offices Khyber Pakhtunkhwa (KP), FATA and Balochistan, NRC is one of the largest humanitarian organizations in the country. The NRC Pakistan Country Strategy 2011-2013 has been developed with plans to expand operations in KP, FATA and Balochistan is underway. Access into FATA and other marginalized areas is gradually being increased with a critical focus on ensuring staff security and development of specific access strategies for FATA. Shelter is the largest NRC program intervention in the country. NRC Shelter activities are focusing on flood and conflict affected Refugees and IDPs in KP, Balochistan and FATA providing them Temporary, Transitional and Permanent shelters. School Construction is also being undertaken. NRC been undertaking NFIs distribution for flood and conflict affected displaced in KP and FATA. Stocks are maintained to respond to sudden emergencies which are frequent in Pakistan. Since September 2010, the shelter team has erected 12,000 tents and will distribute over 30,000 NFI kits by December 2011. It will build approximately 4,500 one room permanent shelters in the five hosting districts of Peshawar, Nowshera, Charsadda, Kohat, DI Khan, Mohmand and Bajaur. A total of 9 schools will be constructed in Swat, DI Khan, Buner and Malakand. Project Summary:
In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC). On IMEC, MSI will provide verification, monitoring and evaluation, reporting throughout Pakistan, and across all projects that USAID is supporting. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.
Position Summary: MSI is seeking to field a team of three (3) specialists to review the Performance Management Plans (PMPs) of USAID/Pakistan and Implementing Partners (IPs) in order to appropriately align IP indicators with Mission indicators. The review will ensure that IP indicators are appropriately mapped to Mission indicators and standardize indicator definitions, data collection methods, and reporting. The team will also perform Data Quality Assessments (DQAs) and complete Performance Indicator Reference Sheets (PIRSs) for at least the indicators on which the Mission reports to Washington. The PMP review and PIRS is expected to require two specialists for 21 working days each, exclusive of travel. The DQA is expected to require one specialist for 24 working days, exclusive of travel. The team will be based in Islamabad, Pakistan and will include Pakistan nationals to conduct field visits in support of DQAs. The assignment is expected to start in late October.
Responsibilities: • Under the direction of the IMEC Senior Advisor, Monitoring and Verification, review PMPs of USAID/Pakistan and Implementing Partners. • Assess whether the mapping of IP indicators to Mission indicators is appropriate and suggest revisions when it is not. • Complete Performance Indicator Reference Sheets for all indicators on which the Mission reports to Washington. • Conduct a complete Data Quality Assessment for all indicators on which the Mission reports to Washington. • Prepare final reports – one on the PMP review and one on the DQA. • Prepare and present a debriefing to the Mission if requested.
Qualifications: Among them, the team members should have the following qualifications. • Experience in designing and reviewing Performance Management Plans, completing Indicator Reference Sheets, and performing Data Quality Assessments. • Excellent interpersonal skills and ability to work closely with Mission and IP personnel. • Detail oriented and able to deliver high quality work products to deadlines.
