Expert in financial management

The Swiss Tropical and Public Health Institute (Swiss TPH) is a public institution with the mandate to contribute to the improvement of the health of populations internationally and nationally through excellence in research, services, and teaching and training. The Swiss Centre for International Health of the Swiss TPH conducts consultancy, project management, training and applied research work in international health.
The Swiss TPH is seeking the position based in Yangon, Myanmar of:
Expert in financial management
with relevant work experience in low and middle-income countries
Your tasks will include:
  • Provision managerial and financial technical assistance to Swiss TPH’s LFA team in Myanmar;
  • Assistance with verification of financial reporting of the implementation of health programs and recommending appropriate actions and financial disbursements based on performance based program management;
  • Assistance with verification of grant recipients’ programmatic performance monitoring;
  • In-country relationship management of LFA with grant recipients and key stakeholders.
  • Support to any other Swiss TPH activities in the area of financial/performance monitoring or health product procurement, in Myanmar and/or the sub-region.
To best fit into our active, interdisciplinary team we expect the following qualifications:
  • Training and formal qualification (Master degree level) in financial administration/management/auditing. A postgraduate training in business administration or public health is an asset.
  • Minimum of eight years working experience in the field of finances, controlling or auditing of health sector development projects.
  • Minimum of two years working experience in the health sector in low- and middle income countries;
  • Excellent command of English (oral and written), an Asian language may be an advantage Good communication skills, strong spirit of team work and initiative, and ability to work with professionals in multi-cultural context;
  • Experience managing complex relationships (building consensus amongst diverse group stakeholders) and ability to work under pressure and meet tight deadlines;
  • Experience working with Global Fund grants and/or in-depth knowledge of the Global Fund architecture, systems and processes is an asset.
Additional desired experience and skills:
  • Ability to interact with diverse stakeholders and professionals in a multi-cultural context, including high-level officials
  • Dedicated and highly motivated professional, with a strong spirit for team work and sense of initiative
  • Good understanding of Procurement of Goods and Services
An initial contract of two years will be offered. An extension is desirable, depending on a performance evaluation.

Water, Sanitation, Hyigene (WASH) Technical Lead Job Vacancy. 10, MAY 2011


Position Summary: Pact seeks a Water, Sanitation, & Hygiene (WASH) Technical Lead for an anticipated five-year, USAID-funded project to promote humanitarian assistance in central Myanmar. Recruitment is contingent upon successful award of the project. Individuals should demonstrate strong technical knowledge and working experience in WASH activities. Successful applicants will be responsible for the quality of design and delivery of WASH programs and must ensure that such interventions are implemented in compliance with all donor, Pact, and project-specific policies.
Specific Duties and Responsibilities: The WASH Technical Lead must demonstrate dynamic leadership and a spirit of flexibility, adaptability and collaboration under challenging conditions. Specific responsibilities fulfilled in collaboration with the Chief of Party may include: • Manage and oversee program implementation, design, and delivery for all WASH and WASH-related activities targeted at improving water quantity and quality, sanitation infrastructure, and hygiene promotion. • Provide lead technical direction/technical assistance and ensure gender inclusion in activity planning for improving household-level access to potable water and improving hygiene practices; • Participate in program monitoring, evaluating, and periodic reporting in the WASH technical sector; • Serve as a Pact liaison to USAID and partners in the field, including government officials and community leaders. • Coordinate with appropriate stakeholders in all aspects of project planning, monitoring, and implementation for the sector activities; • Perform other duties as assigned; • Perform all work safely and maintain a safe working environment.
Qualifications: • Demonstrated experience in understanding of international WASH and diarrheal disease control policy and context; • Strong English language skills including excellent presentation and writing skills; preference for candidates with Burmese language skills. • Experience and established reputation in the field of WASH programming. • Proficiency with activities and studies related to WASH research. • Demonstrated flexibility, adaptability and the ability to perform and collaborate under challenging conditions. • Ability to train and develop capacity in regional and country-level staff. • Strong planning, community mobilization and inter-cultural communication skills required. • Experience working on a USAID-funded or other donor project in improving the overall health status at the household level through improved water access/quality, sanitation, and hygiene. • Experience working on WASH or related assistance in Myanmar or SE Asia preferred.
Education and Experience Requirements:
• Advanced degree in relevant field (MPH, MSc, PhD, etc.) or equivalent experience in field relating to WASH; • At least 5 years progressive experience in activities related to WASH activities, with at least 3 years in development countries.

Country Director

SCOPE OF WORK:
The Country Director will provide the strategic vision and leadership for the country program. S/he is responsible for ensuring the design and delivery of quality programs, donor and government relations, fundraising and budget management, security and operations management, and developing a motivated and professional team. Reporting to the Regional Director, the Country Director will work closely with, and receive support from regional and headquarters program technical units, safety and security services, regional finance and operations staff.
This position is not accompanied and based in Yangon. Regular in country travel is required.
RESPONSIBILITIES: Strategic Planning and Management • Working closely with the Regional Director, and regional team, develop a strategic direction and plan for the country program • Ensure that structures and systems are in compliance with IRC standards, and that they support program delivery and promote management coordination and efficiency throughout the country program
Program Quality & Development • Develop program strategies in accordance with IRCs mission and program framework • Ensure the consistent use of well managed assessment, design and proposal development processes • Promote a team approach and positive learning environment utilizing headquarters, country program and operations staff and partners to consistently enhance the quality of design and implementation
Key Partner & Donor Relations • Develop IRC as a partner of choice for major local and international donors • Develop and maintain a high level of understanding of donor priorities, country plans and planned funding initiatives • Maintain and expand participation with key donors, host government, local stakeholders and relevant policy and coordinating bodies
Fundraising and Budget Management • Ensure submission of appropriate, timely high quality proposals and lead required donor negotiations • Monitor and identify appropriate sources for match fund requirements and coverage of funding gaps • Provide timely and effective oversight of the financial position of the country program including identification and implementation of required changes to match funding levels • Maintain effective and coordinated budget monitoring processes for grant funds and discretionary funds
Security & Operations Management • Working with country senior management team ensure the development, implementation and monitoring of financial and operational policy and procedures to ensure constant compliance with IRC and donor policies across the program • Promote coordination and teamwork between program and operations staff to improve quality of proposal submissions and program delivery
Human Resource Management, Staff Development & Retention • Develop a positive work environment for all staff supported by a professional level human resource management function • Support and hold management staff accountable for providing staff development opportunities and planning
Requirements:
• Graduate degree in relevant field; • At least five years of international work experience covering both emergency and post-conflict development programming (ideally including in South East Asia); • Extensive program development and fund raising experience, prior experience with European, US and international donors; • Strong human resource management skills; • Previous budget and fiscal oversight responsibilities; • A keen understanding of political complexities in the country, as they relate to post conflict recovery • Ability to work and live in a complex, insecure environment.
