Program Manager/Chief of Party, Iraq

Program Manager/Chief of Party, Iraq We are currently seeking a Program Manager for an imminent 18-month, $5 million program in northern Iraq. Possible start date is August 2011. The purpose of this program is to build the capacity of the government and citizens to improve public service delivery by institutionalizing responsive and consultative community-driven development processes in seven Iraqi governorates. This program will emphasize building human resources and institutional capacities and strengthening linkages between local government and communities. The Program Manager/Chief of Party will be based in Erbil City with regular travel to Kirkuk. He/she will play a key role in the programmatic and managerial aspects of the program and will supervise field staff.
Responsibilities: • Lead work plan development, including planning for training and monitoring and evaluation. • Supervise program operations and provide technical assistance to ensure program targets, objectives and goals are achieved. • Liaise with Iraqi government counterparts. • Supervise preparation of written reports and performance monitoring data for donor and ACDI/VOCA headquarters. • Supervise hiring, training and management of local staff. • Develop SOWs and approve short-term staff and advisors. • Supervise finance and administration staff, and ensure full compliance with ACDI/VOCA policies and procedures. • Monitor project budgets in accordance with work plan and financial resources, and approve field financial reports and advance requests. • Supervise and approve procurements.
Qualifications: • Bachelor’s degree in public administration, urban/regional planning, international development or other relevant field required; master’s degree or equivalent combination of education and relevant work experience strongly preferred. • Previous work experience in the Middle East, including Iraq, or other post-conflict environment preferred. • Previous work experience with governance-strengthening projects preferred. • Proven ability to liaise with senior government representatives. • Fluency in written and spoken English required; Kurdish and/or Arabic speaking abilities desired. • Strong computer spreadsheet/word processing/database skills, as well as advanced Excel skills, required. • Ability to live in a complex environment and to work under pressure required.

ACTED began work in Iraq in 2003. ACTED has one base in southern Iraq in Kut and in 2007 opened a base in Erbil to better respond to IDP needs in the Kurdistan region. ACTED originally focused on improving the health, water and sanitation conditions of vulnerable populations in southern Iraq, but the deteriorating security situation and drastic increase in the number of displaced people have resulted in a new focus on meeting IDP and host community needs, based on the experience in IDP camps in Lebanon. Today, the ACTED Iraq team includes around 100 people who implement multi-sector emergency relief projects including WATSAN activities, gender based violence awareness, health promotion, economic rehabilitation, food security, and distribution of basic relief commodities.
III. Position Profile Under the authority of the General Delegate, the Country Director is responsible for the implementation of ACTED’s global mandate in the relevant country, and for the scope of activities developed within this mandate.
Responsibilities:
  1. Ensure ACTED Representation in-Country
Representation vis-à-vis national authorities: Ensure the official and effective registration of the Agency; Identify relevant coordinating institutions (Ministries, Agencies etc) ; Participate in official meetings to ensure maximum visibility vis-à-vis national authorities.
Representation vis-à-vis Donors: Establish and update contact details of potential Donors in-country; Participate in Donor meetings and communicate relevant information to HQ; Circulate the Annual Report.
Representation amongst other international organisations: Participate in inter-NGO Coordination meetings and those of UN Agencies (OCHA, UNDP, UNICEF, FAO, etc.), and any other relevant inter-governmental institution; Ensure maximum visibility of the Agency amongst the NGO community; Lead the production of reports and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information.
  1. Develop a global intervention strategy and support its implementation
Analyse the context and develop strategic plans, in consultation with the Director of Operations and/or the General Delegate: Gather and analyse information regarding opportunities and risk; Define an operational strategy for finances and HR.
Implement the financial strategy: Oversee drafting of projects and budget development; Lead fund-raising and negotiations with Donors; On authority of the General Delegate, sign contracts negotiated in-country; Lead the application and adherence to contract terms and requirements; Supervise overall financial commitments and financial risk.
Implement the operational strategy: Supervise Area Coordinators and Project Managers in project implementation; Help the various teams in negotiations with provincial/local authorities and partners; Ensure global coordination and complementarity amongst projects and areas of intervention; Assess activities and ensure efficient use of resources.
Oversee reporting procedures: Develop a reporting schedule with regard to Donor deadlines; Plan and supervise the development of narrative and financial reports; Ensure adherence to FLAT procedures.
More generally, communicate systematically to both Director of Operations and HQ the development of the country strategy and its implementation.
  1. Oversee Staff and Security
Guide and direct the staff of the mission: Organise and lead coordination meetings; Prepare and follow work plans; Ensure a positive working environment and good team dynamics (solve out potential conflicts); Promote team working conditions in the limit of private life; Adapt the organigramme and ToRs of personnel according to the mission development; Undertake regular appraisals of directly supervised colleagues and pass appraisal forms to the Country Administrator with recommendations (new positions, changes to contract or salary etc.); Ensure a building of capacity amongst technical staff in the relevant sectors.
Contribute to the recruitment of expatriate staff: Follow recruitment procedures: plan recruitment needs in advance; draft ToRs for open vacancies; if necessary undertake phone interviews with candidates; When requested by HQ, undertake interviews of expatriate candidates living in the country.
Oversee staff security: In cooperation with the Country Security Officer, monitor the country security situation and inform the HQ Security Officer through regular written reports; Update the country security guidelines (in countries at risk); Ensure that security procedures are respected by the whole staff
IV. Qualifications: - Master Level education in a relevant field such as International Relations or Development - Extensive project management experience (management, planning, staff development and training skills) in emergency and/or development programmes - At least four years of previous work experience in a high management position - Proven capabilities in leadership and management required - Excellent skills in written and spoken English - Strong negotiation and interpersonal skills, and flexibility in cultural and organizational terms - Knowledge of local language and/or regional experience an asset - Ability to work well and punctually under pressure

Human Resources & Administration Manager


Women for Women International is a non governmental organization (NGO) with a Country Office in Baghdad Iraq and seven other countries around the world. Its mission is to provide women victims of war and other conflicts with tools and resources to move from crisis and poverty into stability and self sufficiency, thus promoting a viable civil society.
Women for Women International (WfWI) Iraq is seeking to fill a Human Resources & Administration Manager position, to be based in Baghdad with travel to field offices as required. This position is a member of the country office Senior Management Team, and reports directly to the Director of Finance and Administration. Candidates must be Iraqi citizens or third country nationals with valid work permit.
SUMMARY:
The Human Resources and Administration Manager will lead, direct and manage the day-to-day Human Resources and Administrative activities for the Iraq Country office. The HR&A Manager will provide oversight and guidance to the development and monitoring of processes related to recruitment and retention, compliance, compensation, benefits, training and development. The HR&A Manager is a member of the Senior Management Team and will provide strategic guidance on Human Resources to the office.
MAIN DUTIES AND RESPONSIBILITIES:
Recruitment and Retention:
  1. Develop and oversee a recruitment process that complies with organizational policies as well as applicable laws and regulations (to include; write and post job advertisements, screen CVs, conduct telephone screenings, coordinate interview teams, participate in interviewing candidates and ensure documentation is collected and recorded/filed.)
  2. Oversee all labor engagement for the Iraq country office, including all employees, consultants and temporary staff, and ensure compliance with local labor regulations.
  3. Manage the new hire orientation process to ensure that all new hire documentation is completed and processed and that all new staff is briefed on country office policies, procedures and ways of working.
  4. Oversee the exit interview process for employees leaving the organization and evaluate the data collected from this activity for retention purposes.
Compliance and Record Keeping:
  1. Annually review the Employee Handbook recommending amendments that may be needed due to changes in local conditions or labor laws.
  2. Maintain personnel and recruitment files ensuring accuracy and completeness.
  3. Develop processes that maintain confidentiality of employee personal data.
  4. Manage timesheets for office, ensuring timely submission, approval, accuracy, and filing.
    Compensation and Benefits:
  5. Monitor benefits and compensation administration ensuring internal equity and compliance with organizational policies and applicable laws.
  6. Participate in compensation and benefits surveys as directed by the Global HR Manager.
  7. Review proposed salary decisions for both regular staff and contractors; make recommendations to Management based on compensation guidelines.
  8. Oversee the employee leave administration ensuring compliance with applicable laws and adherence to organizational policy.
  9. Facilitate job analysis and update job descriptions.
    Payroll and Budget:
  10. Coordinate with Finance in the preparation of monthly payroll, ensuring that all staff changes are correctly noted (new hires, terminations, promotions, salary changes, etc) and compliance with national tax and labor regulations.
  11. Review employee final payments for accuracy and compliance with labor laws.
Administration:
  1. Ensure an accurate and up to date filing system for the country office.
  2. Ensure that office supplies and materials are available and replenished as needed.
  3. Ensure all travel and hotel arrangements for staff and visitors, including visas and work permits as applicable.
Training and Development and Performance Maintenance:
  1. Evaluate the need for employee training and development and recommend training programs to Senior Management and the Global HR Manager.
  2. Oversee the coordination and implementation of annual performance reviews, ensuring that each employee receives the required review and documentation is placed in employee files;
  3. Oversee the probation period for newly hired staff and ensure that required documentation is completed and filed.
Employee Relations:
  1. Work with senior management to resolve employee relations issues pragmatically.
  2. Investigate employee relations issues and forward issues to the headquarters office when necessary and maintain documentation on all employee relations issues.
  3. Work to ensure human resources related decisions are consistent and fair.
SKILLS AND QUALIFICATIONS:
• Minimum of 7 years relevant work experience in the field of human resources.
• Master’s Degree or equivalent post graduate qualification in human resources or related discipline, or equivalent combination of education and experience.
• Must be willing to travel to the field and to our sub-office.
• Must be familiar with country specific laws and regulations governing Human Resources.
• Ability to work with managers to assess complex issues pragmatically.
• Excellent written and verbal English and Arabic is required.
• Strong understanding of confidentiality as it relates to Human Resources.
• Must be fully proficient in MS Office, including Word, Excel and Outlook.
