ORGANIZATIONAL SETTING:
The ICT Specialist, Procurement Services Branch position is located in the UN Office in Copenhagen and reports to the Deputy Chief, Procurement Services Branch (PSB), Division for Management Services (DMS), in the Procurement and Facilities Management Branch (PFMB). The incumbent is responsible for ongoing and new IT projects, coordinates and conducts testing and maintains in-house developed application by liaising between technical/development team and Procurement Branch. The incumbent is also responsible for all IT related issues (including ATLAS (PeopleSoft) helpdesk for the ATLAS procurement and finance application) and project management of the ISO 9001 certification project and maintains the Customer Relationship Management application (Super Office). MAJOR DUTIES AND RESPONSIBILITIES
• Represents PSB in regular meetings with UNFPA and UNDP/UNOPS regarding Atlas and other systems development. • Act as the focal point and coordinator for ISO9001 re-certifications (including, but not limited to, coordination of the different internal teams tasks, their work and ensure the required output from each team in a timely fashion). Proactively develop and maintain ISO procedures and provide support to IT solutions for ongoing ISO development. • Liaise with external ISO9001 consultants and certification agency. • Maintains, develops and supports SuperOffice Database and other in-house ICT tools. • Responsible for data standards for reference data where needed and regularly documents their use. Creates and maintains all reference data. Provides proposals for structural modifications where necessary. • Monitors procurement transaction data and systems on a regular basis. Runs exception and monitoring reports or queries. Highlights problems and investigates the issues, or instructs users on how to investigate. Creates regular management reports on transactional data. • Responsible for troubleshooting and provides solutions to existing data or procedural problems (in cooperation with the ICT Branch at headquarters where necessary) and follows up on corrections. • Coordinates meetings and negotiations with vendors regarding e-Procurement agreements and interfaces. Works in cooperation with the ICT Branch at headquarters to create and maintain direct connect interfaces to ensure data integration. • Provides service to in-house developed software and OTS (Order Tracking System) Cargo system. • Provides some support for ongoing ATLAS operation. • Creates and maintains user documentation for PSB, such as reference guides and On Demand. • Coordinates and conducts testing of bundles, bug-fixes, new releases and upgrades. • Liaise with the UN Common Service ICT for all hardware and software support for Procurement Service Branch staff. • Maintain Inventory of the IT property of Procurement Service Branch. • Design SQL/Oracle queries to support Procurement Service Branch business reports. • Perform other job related duties as assigned.
ESSENTIAL QUALIFICATIONS AND EXPERIENCE:
• Advanced university degree in computer science, information systems, or other related field. A first level university degree such as the Information Technology, Civil Engineering, Business Administration, Economics or International Relations with a relevant combination of academic qualifications and IT Certifications with extensive experience in information technology may be accepted in lieu of the advanced university degree; • 5 years of increasingly responsible professional experience in information technology; • Knowledge of the procurement policies and practices within UNFPA desirable; • Experience with ATLAS (eProcurement, Core Procurement, Workflow, Item and Category Maintenance, Catalog Trees, Vendors) and programming experience (including database development, data maintenance, reporting, MS Office package, On Demand) required; • Some knowledge of Super Office required; • Knowledge of SQL and Oracle; • Basic programming for web (e.g. ASP, JAVA script) and for desktop applications (e.g. Visual Basics). Other relevant IT knowledge an asset; • Fluency in oral/written English. Knowledge of a second official UN language an asset.

ActionAid Recruits Inspirators(Global Opportunity)

MS ActionAid Denmark is right now launching a new personnel category called Inspirators.
Inspirators are cross national placement of development practitioners with significant hands on experience from development work in developing or newly industrialized countries.
We are therefore looking for dedicated individuals, who would like to spend 3 to 9 month together with one of our many partner organizations in Africa, Asia, Central America and the Middle East.
Inspirators are volunteer placements. However, you will have your travel and accommodation expenses covered. You will also receive a living allowance to cover your costs of living while abroad and 350€ to cover some of the expenses you may have in your home country while abroad. Please, be aware that all allowances and subsidies are subject to local tax.

Purpose:
Under the general guidance of the Accounting Manager, responsible for financial management and supervision of the Invoice Certification function within UNICEF in accordance with the established UNICEF Financial Rules and Regulations as well as Supply Division’s policies and procedures.
Qualification:
Advanced Degree in Business Administration with concentration in accounting, financial management or equivalent professional qualifications.*
Five years of relevant and progressive and successful work experience at the national and international levels especially in the areas of financial management, accounting and/or audit, including work experience in a computerized accounting environment. Supervisory experience in the Accounts or Invoice Certification function is an asset.
Fluency in English. Knowledge of another UN working language is desirable.
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Key Expected Results:
Monitors and ensures that Invoice Certification and Approval systems, transactions, policies and reports comply with UNICEF Financial Rules and Regulations, SD procedures and third party requirements.
Performs the role of Approving Officer; examine the certified invoices and supporting documents to ensure the invoice agrees to the original authorisation and post the transaction in FLS
Evaluates operational accounting controls and recommends changes in financial system (e.g. FLS modules) and procedures to meet new requirements. Recommend system and process changes and improvements for effective automation of manual processes.
Acts as primary focal point for supplier correspondence, including supplier queries, routine meetings with suppliers and contracting, and co ordinate follow up of outstanding invoices
Acts as initial focal point with country office staff to obtain alternate funding sources for direct orders or other cases of budget shortfalls, and ensure responses made to country office queries.
In consultation with the Accounting Manager, provides authoritative interpretation and advice on the handling of and accounting for unusual, difficult and complex invoice certification issues.
In consultation with the Accounting Manager, develops and presents procedures, instructions and guidance on Invoice Certification,
Supervises the day-to-day operations of the Invoice Certification and Accounts Unit. Establishes work plans and sets priorities for the Unit and monitors performance. Develops guidelines appropriate for the timely functioning of the unit to meet critical deadlines.
Supervises, trains, and provides guidance to staff in the Invoice Certification Unit.
Acts as back–up to the Accounting Manager of the Accounts and Invoice Certification Unit.
Any other duties as requested by the Accounting Manager
